<br />RE"PORT" <br /> <br />6.28 <br />Page 1 <br /> <br />To the H:onorable M.yor and City Gouncil <br />From the Ci " ";""Mana" er <br />" " <br /> <br />July 13, 2009 <br /> <br />SUBJECT <br />Final Acceptance - Hoover Park Prefabricated Restroom Building Replacement Project <br /> <br />RECOMMENDA liON <br />Accept, by motion, the Hoover Park Prefabricated Restroom Building Replacement <br />Project and authorize the release of bonds and retention according to city procedures. <br /> <br />BACKGROUND <br />On December 15,2008, Council awarded the construction contract for the Hoover Park <br />Prefabricated Restroom Building Replacement Project to McNabb Construction, Inc. <br />The work of this project replaced the existing timeworn restroom facitity with a <br />prefabricated structure. The new facility is compliant with the accessibility provisions of <br />the Americans with Disabilities Act ("ADA"). <br /> <br />The prefabricated restroom structure was built at the manufacturer's warehouse and is <br />considered better quality than site-built because of the controlled fabrication <br />environment. The structure was trucked to the site as three separate modules. The <br />modules were set in place by crane and the structure was fully assembled within three <br />days. The cost of any construction project is largely driven by the time involved to <br />complete the construction. Both the use of a prefabricated unit and the method of on- <br />site assembly significantly reduced the time required to construct and commission the <br />restroom facility. <br /> <br />The project was awarded for a base bid of $149,700.00. Construction began in January <br />2009. The project has been successfully completed in accordance with the approved <br />plans and specifications. One (1) change order in the amount of $3,068.30 was issued <br />to provide a drinking fountain and to add an alcove in compliance with ADA <br />requirements. The final contract amount is $152,768.30 which is 2.05% more than the <br />initially awarded contract amount. <br /> <br />ALTERNATIVES <br />Council may choose not to accept the project and/or not to authorize the release of <br />bonds and retention which would be contrary to the terms of the contract, prior Council <br />action, and the public contracting code. <br /> <br />FISCAL IMPACT <br />The project fund balance of -$4,018.27 (tlCapital Projects Fund - Hoover Park <br />Renovation and Restroom Replacement" ) as of May 31, 2009 , was augmented via <br />budget transfer from "Capital Projects Fund - Contingency' to satisfy the expense <br />generated by the change order activity and unanticipated project costs. <br />
