RE"PORT" 6.28 Page 1 To the H:onorable M.yor and City Gouncil From the Ci " ";""Mana" er " " July 13, 2009 SUBJECT Final Acceptance - Hoover Park Prefabricated Restroom Building Replacement Project RECOMMENDA liON Accept, by motion, the Hoover Park Prefabricated Restroom Building Replacement Project and authorize the release of bonds and retention according to city procedures. BACKGROUND On December 15,2008, Council awarded the construction contract for the Hoover Park Prefabricated Restroom Building Replacement Project to McNabb Construction, Inc. The work of this project replaced the existing timeworn restroom facitity with a prefabricated structure. The new facility is compliant with the accessibility provisions of the Americans with Disabilities Act ("ADA"). The prefabricated restroom structure was built at the manufacturer's warehouse and is considered better quality than site-built because of the controlled fabrication environment. The structure was trucked to the site as three separate modules. The modules were set in place by crane and the structure was fully assembled within three days. The cost of any construction project is largely driven by the time involved to complete the construction. Both the use of a prefabricated unit and the method of on- site assembly significantly reduced the time required to construct and commission the restroom facility. The project was awarded for a base bid of $149,700.00. Construction began in January 2009. The project has been successfully completed in accordance with the approved plans and specifications. One (1) change order in the amount of $3,068.30 was issued to provide a drinking fountain and to add an alcove in compliance with ADA requirements. The final contract amount is $152,768.30 which is 2.05% more than the initially awarded contract amount. ALTERNATIVES Council may choose not to accept the project and/or not to authorize the release of bonds and retention which would be contrary to the terms of the contract, prior Council action, and the public contracting code. FISCAL IMPACT The project fund balance of -$4,018.27 (tlCapital Projects Fund - Hoover Park Renovation and Restroom Replacement" ) as of May 31, 2009 , was augmented via budget transfer from "Capital Projects Fund - Contingency' to satisfy the expense generated by the change order activity and unanticipated project costs.
