<br />6.3C <br />Page 1 <br /> <br />RIPORT <br /> <br />To the Honorable Mayor and City Council <br />Froll' tile Ci : M,ana .er <br /> <br />July 13, 2009 <br /> <br />Subject <br />Amendment of the Redwood City's classification plan. <br /> <br />Recommendation <br />Approve by resolution the amendment of the City's classification plan to add two new <br />classifications: <br />A) Building, Infrastructure, and Transportation Director <br />B) Planning, Housing, and Economic Development Director <br />C) Delete the classification of Community Development Director and position of Community <br />Development Services Manager - Redevelopment <br /> <br />Background <br /> <br />The Community Development Services Department has operated as a single department with <br />one Director position to provide leadership for the functions of planning, redevelopment, <br />housing, economic development, building and inspection, and engineering. Over time, several <br />significant and long-term challenges and opportunities have emerged that have placed an <br />increased demand on the management capacity and scope of expertise of the department <br />director. These challenges include, but are not limited to: Downtown Precise Plan, <br />implementation of the new General Plan, bayfront land use changes and infrastructure <br />improvements, levee certification and sea level rise, and transit changes including High Speed <br />Rail I CalTrain electrification, ferry terminal, 101/84 interchange improvements, and "Comp~ete <br />Streets" policy implementation. <br /> <br />An analysis of these challenges and the current organizational structure by the City Manager <br />and Director of Human Resources provided evidence for the need to restructure the <br />department to ensure that the increasing span of complex challenges can be met effectively. <br />The resulting recommendation is to create two distinct and highly coordinated departments; <br />one department of Planning, Housing and Economic Development, and one department of <br />Building, Infrastructure, and Transportation. Both positions will report directly to the City <br />Manager, and serve as members of the City's executive team. <br /> <br />The proposed structure requires adding two new director positions to the City's classification <br />plan and eliminating the current Community Development Services Director position. The two <br />new department heads will provide specialized expertise within in a more strategically focused <br />functional area. The Planning, Housing, and Economic Development Director will provide <br />leadership to the areas of land use, policy, and entitlement decisions. This position will also <br />provide oversight to the City's Redevelopment Agency. The Infrastructure, Building, and <br />Transportation Director will provide leadership in the areas of infrastructure, transportation, and <br />
