Kentfield Avenue: Appeal of the Planning Commission's Approval of a <br />Residential Development <br /> <br />RECOMMENDATION <br />Based on the findings made by the Planning Commission as documented in the Draft <br />Notice of Official Action (Attachment 1), for development of 1581-1617 Kentfield <br />Avenue: <br />1. By motion, deny the appeal and thereby uphold adoption of the Initial <br />Study/Mitigated Negative Declaration; and, <br />2. Consider the original and revised plans and by motion take action on the appeal of <br />the Planned Development Permit; and, <br />3. By motion, as originally submitted or with revisions t~ke action on the appeal of the <br />Tentative Map pursuant to action on the Planned Development Permit. <br /> <br />BACKGROUND <br />The City Council held a public hearing on this matter on June 1, 2009 and directed the <br />applicant and staff to investigate the viability of reducing the height of the three-story <br />units and increasing the on-site parking, while maintaining the quality of the project with <br />a focus on the architecture and common open space. At the Council meeting on June <br />1, 2009 this item included presentations by the applicant and appellant as well as public <br />comment during a public hearing, which is now closed. Since the hearing, the applicant <br />has had additional meetings with some neighbors and per Council's direction has been. <br />working with staff to revise the project plans to the extent possible. This staff report <br />outlines changes to the project design based on Council direction. <br /> <br />Property Description <br />The relatively flat, 1.54 acre site, is located in the Palm Park Neighborhood in Redwood <br />City and presently contains an existing single-family residence, a duplex structure, and <br />several sheds. Surrounding land uses consist of mixed uses on Woodside Road <br />(approximately 200 yards away) to the east, condominiums to the southeast, single- <br />family residences and duplexes to the north (rear) on Union Avenue as well as on <br />Kentfield Avenue. <br /> <br />Project Description <br />The proposal is to demolish the existing duplex and single family residence and <br />construct 21 two-story to two and one-half story detached single-family homes. The <br />Tentative Map shows two existing parcels merged into one lot, which will then be <br />subdivided into 21 lots with a common space parcel, which will be owned by the <br />Homeowners' Association. The development would be served by a private road with <br />two driveway accesses along Kentfield Avenue. The original proposal included 24 units <br />with a somewhat different unit-type configuration and a common open space parcel. <br />However, based on direction from Council as described below, some of the project <br />components have been revised since June 1, 2009. <br />
