<br />78 <br />Page 3 <br />. Increasingly, the City's general fund budget is of concern, and citywide reductions in <br />services and resources are anticipated for some time to come. The Council benefits <br />most from its boards, committees and commissions when they are able to focus on <br />their core purpose and mission, and within their areas of expertise and passions. <br />Municipal financial management is primarily a staff function, with Council policy <br />oversight provided directly. Shifting the reporting structure of the Library Director will <br />better align the City's executive resources, and give the Library Board the ability to <br />add high value to programs, services, and community building. <br /> <br />Although there are two other department head positions that do not report to the City <br />Manager (City Attorney and Clerk), these positions report directly to the City Council. The <br />incumbents in those positions are held accountable for staff supervision and conduct by the <br />Council and subject to disciplinary action or discharge imposed by the City Council. The Port <br />Director does not report to the City Manager or City Council but the employees of the Port <br />are not City employees, are not in the same bargaining units and not SUbject to the City's <br />personnel rules. Port employees are not paid from the City's payroll function. The Library <br />Director is the only position within the City's employ who reports to an alternate board. <br /> <br />For reference, and attached hereto as Exhibit "C" is a survey of other San Mateo <br />County agencies is attached that identifies how they provide library services and where <br />applicable, indicates the reporting relationship of the Library Director. <br /> <br />ALTERNATIVES <br />The City Council could decide not to proceed with a Charter amendment <br />recommendation for the November ballot. <br /> <br />FISCAL IMPACT <br />Estimated costs for the regularly scheduled General Municipal Consolidated Election <br />(three Council seats) have been budgeted by the City Clerk in FY 2009-2010 budget. <br />Measures on the ballot may increase the cost per voter of $2.00 to $2.25 by 300/0, <br />according to an estimate by the San Mateo County Elections Office .. <br /> <br />petertngn3V <br />City Manager <br /> <br />ATTACHMENTS <br />1.
