<br />Attachment 2 <br /> <br />88 <br />Page 5 <br /> <br />specifically address when an event permit is required; outline the criteria for <br />event application approval, denial and revocation; and fist the conduct and <br />activities prohibited. The ordinance revisions will be supplemented with <br />administrative guidelines and a fee schedule for events on Courthouse <br />Square. <br />2. Work with the Downtown Business Group to identify a more prominent role <br />for them in downtown events, promotions, marketing and business <br />recruitment and attraction. <br />3. Secure vendors for the Pavilions in Courthouse Square. <br />4. Continue long-term involvement in the Grand Boulevard Initiative, including <br />the award of a contract for the improvements to EI Camino Real (ECR) <br />between Broadway and Brewster. <br />5. Revise the DPP and environmental documents to comply with court order <br />and bring to Council/RDA Board for approval and re-implementation.. <br />6. Continue work on DPP implementation actions as appropriate to ensure full <br />readiness to implement the revised plan in the first quarter of 2010. <br />7. . Continue support for business expansion, retention and attraction, including <br />review and development of financiatsupport programs such as an <br />expanded Storefront Improvement Program and continued monitoring of <br />retail occupancies/vacancies. <br />8. Work collaboratively with High Speed RaillSamTrans Joint Power's Board <br />(HSR) and other stake holders to preserve DPP vision for the area. <br />9. Continue efforts to improve both pedestrian and vehicular connectivity and <br />linkages in, to and around Downtown, including the securing of funding to <br />proceed with the Hoover Area improvements, and the implementation of <br />Phase 3 of the Wayfinding Program. <br /> <br />RDA Housing Funds <br />The work program and goals for the use of housing funds for FY 2009/10 are as <br />follows: <br /> <br />1. Analyze Agency funding capabilities for the accelerated development of <br />affordable housing. <br />2. Assist in securing a market-rate for-sale residential project for the- <br />downtown. <br />3. Complete environmental work, reaffirm project program and scope, and. <br />select a developer for the Bradford Street Project. <br />4. Continue to accumulate funds in a "Landbanking/Gap Financing" account to <br />be used to acquire land for and/or subsidize construction of future affordable <br />housing sites. <br />5. Complete construction of the Cedar Street Project. <br />6. Lead the public outreach and decision-making process to determine the <br />best way to develop the Heller S1. property. . <br />7. Continue development of policies to insure Agency compliance with <br />affordable housing production requirements under State law. <br /> <br />2 <br />
