The Adult Video Superstore located next the Hanky panky contributes to the impression that this area is a "red light" district. 3. The low-cost motels on El Camino just south of Woodside Road have been the site of various drug and prostitution problems. Redwood City and San Mateo County have made good efforts to address some of these issues in recent years. However significant problems do remain, and any new business permits in this vicinity should be approved only if they help to resolve these issues. At the very least, great care should be taken to eneure any new Use Permits will not add to or worsen these historical and ongoing problems in the El Camino - woodside Road interchange area. I have lived in this area for 20 years, and I believe that the goal of the planning department should be to make all of Redwood City a good and healthy place to live and raise our families. In view of the above, I believe that the application by Ning and Guang to operate a massage parlor at 515 Woodside Road should be rejected. While the applicants in this case probably have the best intentions for their proposed business venture, I have read many newspaper articles over the years describing how massage parlors on the San Francisco peninsula have ended up being run by prostitution rings. Even if the proprietors did manage to prevent prostitution from taking place at their business location, the public perception would be that it is a site of prostitution - and that perception would have a particularly serious negative impact on the Woodside Road - El Camino area given its historical and ongoing problems. An additional concern is that the 515 Woodside Road location would not provide adequate parking for a business of the size being proposed, and so patrons would end up parking their cars on the nearby neighborhood streets, which are already far too crowded. Regarding the application by Target Corporation for a permit to sell alcoholic beverages, I believe that this use at the Target Site can be acceptable if Target enforces the same rules followed and enforced by grocery stores in the area. In other words they will need provide added security and make sure that no drinking of alcoholic beverages is allowed in the parking lot of the Target Shopping Center Sincerely, Joel F.
