In their 2007 DPP adoption action, the City Council selected the <br />Moderate Intensity scenario. Although that adoption action has been "set aside," there <br />is a reasonable basis to assume that the Moderate Intensity scenario represents the <br />City's current project objective. <br /> <br />4. Preparation of this new DPP EIR as a stand-alone document, adequate for DPP <br />CEQA compliance purposes, and potentially preceding City certification of the new <br />General Plan EIR. Our May 5, 2009 proposal was based on the assumption that the <br />City would certify the new 2009 General Plan Final EIR and adopt the new 2009 General <br />Plan prior to certification of the new DPP Final EIR and adoption of the new DPP. In the <br />interest of adopting the new DPP at the earliest possible time, this revised proposal <br />assumes commencement of intensive work on preparation of the new DPP EIR <br />immediately, with possible Draft DPP EIR public review and Final DPP EIR certification <br />prior to City certification of the new General Plan EIR and adoption of the new General <br />Plan. <br /> <br />5. Compression of the EIR preparation schedule. The schedule submitted with our <br />May 5, 2009 proposal was intended to be as fast as reasonably possible. A primary <br />determining factor is the estimated 12-week time period to complete the transportation <br />analysis. The transportation consultant does not believe that the proposed <br />transportation analysis scope and draft transportation report can be completed in less <br />time than 12 weeks. However, this revised proposal now assumes that: (a) work on the <br />stand-alone new DPP EIR can proceed immediately; and (b) there will be no need to <br />wait for certification of the anticipated new General Plan EIR prior to release of the new <br />DPP Draft E1R. <br /> <br />Repeating the other key points from our May 5,2009 proposal cover letter, the attached <br />revised proposal includes preparation of a comprehensive "new" EIR, updating all <br />aspects of the previous 2007 DPP EIR as necessary to: (1) address the new DPP <br />project description now being prepared by your staff; (2) ensure consistency with the <br />anticipated new General Plan EIR (fall 2009) now being prepared by the City; (3) fully <br />address Court-identified 2007 DPP EIR deficiencies; and (4) complete the new EIR as <br />expeditiously as possible <br /> <br />Similar to our previous proposal. the attached proposal acknowledges the additional <br />shadow analysis work completed by City staff, and the availability of City staff to <br />continue to assist in that area. <br /> <br />The attached proposal also includes a budget amount for one additional subcontractor, <br />Illingworth & Rodkin, Inc., noise and air quality consultants, who will assist with <br />preparation of the revised Air Quality and Noise chapters and an added Climate Change <br />chapter.
