The review of <br />this application is strictly limited to the proposed school and child care facility uses as they relate to <br />land use considerations, and does not include consideration regarding religious speech, assembly, <br />affiliation and/or worship. The proposed uses are considered as "permitted quasi-public uses" subject <br />to the approval of a Use Permit. <br /> <br />BACKGROUND: <br />Historical Uses. The subject property has a longstanding history as a religious place of worship that <br />has been used by various church organizations since its construction in the early 1950s. Previous <br />concurrent uses of the site also included the operation of two (2) wireless telecommunication facilities <br />(both of which are currently operational), child care facilities and after school programs including the <br />Montessori Infancy to Child Care Facility and the Montessori Community School, as well as various <br />community outreach programs such as Alcoholics Anonymous and Narcotics Anonymous. <br /> <br />Existing Conditions. The subject property is located within the Residential Single-Family (R-1) Zoning <br />District in an area that is comprised of a variety of land uses including single-family residences, a <br />publiC elementary school, a public library as well as a church all located within less than 100 feet from <br />the subject property (see Figure 1). The subject property is also located approximately 300 feet of the <br />Commercial-Neighborhood (eN) Zoning District in an area that is comprised of a higher intensity of <br />land uses including Rite Aid, the Roosevelt Shopping Center (a neighborhood-serving center that <br />includes a variety of restaurant, personal care and professional office establishments), Shell Gasoline <br />Station, Key Market (a small neighborhood-serving grocery store) as well as single- and multi-family <br />residences. The subject property is currently developed with a church sanctuary, accessory buildings <br />including a fellowship hall, various administrative offices, community rooms/classrooms, a playground <br />and surface parking lots containing approximately 103 parking stalls (see Figure 2). <br />
