<br />6.1A <br />Page 5 <br />City Review Process. Woodside Hills Christian Academy first submitted their application for a Use <br />Permit on August 7, 2007. Applicants were notified at that time that school operations could not <br />commence until the City completes its Use Permit review process. However, on August 29, 2007, <br />WHCA opened the kindergarten through twelfth grade school with a student body of approximately <br />101 students without benefit of the required permits. Code enforcement activities began immediately <br />following City notification of subject code violations, and over the following months the City worked <br />with both the applicants and a number of concerned neighbors on interim measures to mitigate any <br />adverse impacts to the student body as well as the immediate neighborhood, while the City <br />proceeded with its review of the Use Permit application. The review process included a City- <br />facilitated community meeting to gather input on the proposed pr~ect and the processing of a <br />separate temporary Use Permit for the relocation of the 7th through 12 grade student population to a <br />nearby church property for the remainder of the 2007-2008 school year in order to alleviate the <br />potential for traffic, noise and safety concerns on the subject property. <br /> <br />Following the November 2007 community meeting, a traffic study was commissioned during the <br />Spring 2008 school semester for the subject property. During that time, the City worked with WHCA <br />on revising the scope of the project to better understand the needs of the school as well as the <br />concerns of the community in an effort to obtain a complete Use Permit application that could be <br />presented at a public hearing (See Figure 3). The draft traffic study was completed in August 2008, <br />and a follow-up community meeting was organized by the City to provide an update to the community <br />including copies of the draft traffic study and information regarding the revised scope of work. <br />Following that meeting, the City continued to work with the applicants to get additional information in <br />order for the City to make an informed recommendation and move the project forward to a public <br />hearing. The following scope of work is at the request of the applicant: <br /> <br />. Kindergarten through 12th grade private school for up to 1 00 students. <br />. Child care facility for up to 20 children. <br />. Utilize the interior parking lot as a playground for recess, lunch time and other outdoor <br />activities. <br />.
