I"'~
II-
BkJ

APPROACH

EXHIBIT A - SCOPE OF WORK

Redwood Shores - Levee Improvements
San Carlos Airport Se2ment

PROJECT UNDERSTANDING

Our understanding of the levee improvements is based on a meeting with the City and
County on 5/21/09 and 6/4/09. The levee surrounding the San Carlos airport varies in
elevation from about 9.5 to 12.0. A section in the southern portion of the airport is within
the "safety area". This section of the levee will be designed with a temporary measure
such as an inflatable bladder. The other sections of the levee outside the "safety area" will
be increased to meet FEMA requirements, based on recommendations from Moffatt &
Nichol. Overall limits of levee improvements, addressed in this proposal, are shown on the
attached exhibit.

Weare assuming that only one location requires night work. We have assumed that the
only permit that will be obtained is a San Mateo County drilling permit and that all fees
will be waived. We have assumed that there are no utility conflicts and no need for a
private utility locator and that proper utility conflict location in the field will be the
responsibilitY of the utilitY owner.

SCOPE OF SERVICE

Task 1. Field Exploration

Geotechnical services as described in the attached proposal by ENGEO.

Exclusions

The following are excluded from BKF's scope of services:

The scope of this project is limited specifically to the work listed in Task 1 of this proposal.
Other work associated with the Airport Segment will be presented in a separate proposal.

City of Redwood City - Redwood Shores Levee Improvements - San Carlos Airport Segment
Date: June 30, 2009

650.482. 6300
www.bkf.com
