The purpose of our study is to assist the design team in
evaluating the improvements of the San Carlos Airport levee system to comply with current
FEMA standards. We understand the improvements will be designed to tie into the adjacent
levee systems owned by the City of Redwood City (to the north) and the City of San Carlos (to
the south). We performed a site visit, reviewed existing data for the City of Redwood City levee,
and reviewed historic aerial photographs in preparing this proposal.

Phase 1 of our proposed scope of service presented herein will comprise the geotechnical
exploration phase of service only. Phase 2 of our proposed scope of service will be submitted
under separate proposal and contract and will include existing data review, laboratory testing,
analyses, reporting, and design assistance.

Our proposed Phase 1 study is intended to obtain subsurface information by collecting soil
samples and performing in-situ soil testing. This information will then be analyzed and used to
develop recommendations for use in design of improvement alternatives as part of Phase 2
activities. We understand several levee raise alternatives are being considered for the various
locations along the existing levee. Potential levee raise alternatives may include placement of
fill, a concrete masonry unit (CMU) flood wall, geocell units, an inflatable bladder, and vinyl
sheet piles.

SCOPE OF SERVICES

Our scope of services under the Phase 1 proposal will include only the geotechnical exploration
phase of service. The associated tasks include the following:

1. Prior to drilling, ENGEO Incorporated (ENGEO) will obtain the required drilling permits
from the County of San Mateo (County) and complete the appropriate Underground Service

2010 Crow Canyon Place, Suite 250 · San Ramon, CA 94583 · (925) 866-9000.
