8A <br /> Page 7 <br /> focai go�ernment offciafs present represen#ed Califomia's nearly 8,000 city, county and school <br /> elected offciais.The two-day surt�mit, Rebuifding California from the Ground Up, was#he launch <br /> of a major loca!government effort to develop reform measures and strategies that provlde greater <br /> autonomy,flexibility and fisca!tools to loca!ga�emments. <br /> The City County Schoo!(CCS)Partnership sponsored the summit.CCS Partnership is a joint <br /> effort of�e League,the Califom�a State Association of Counties (CSAC)and the Ca(ifomia <br /> Schoof Boards Association (CSBA).The summit was canvened because local government is the <br /> closes#level o�government to the peopEe. <br /> Friday's program included a series of speakers who addressed the delega#es. Rich Gordon,chair <br /> of the CCS Partnership Tasfcforce, iaunched the event.Delegates heard from Fred Silva of <br /> California Farward,Jim VIlunderman of the Bay Area Council, and BiEI Leonard of the Board o# <br /> Equafizat�on. During the working dinner,Dave Metz from Fairbank, Masfin, Mauflin and <br /> Associates gave a presentation on the Califomia electora#e. <br /> The three associations'executive direc#ors addressed the delegates Friday evening on the <br /> principles and options for reform. CSAC President Gary Wyatt introduced the panel wiiich <br /> consisted of Chris McKenzie, League executive direc#or, Pau1 McEntosh,CSAC executi�e director <br /> and Scott Plotkin, CSBA execu#ive director. <br /> Saturday, delegates brolce into sma!!groups#o discuss and debate a range of re#orm optians, <br /> Their pnorities were ranked and reported to the entire summit a#the closing session.The <br /> protectian of local revenue was the number one priority a#detegates. <br /> Rich Gordon expressed locai government's fn.tstration witfi the state on Saturday aftet�roon by <br /> saying"Local government as represented in this room has lost confidence in Califomia."Gordon <br /> urged the delegates that tirr�e was of the essence and that we must mave forward. <br /> Chris McKenzie told the audience that our mission is to make local government stronger.This wili <br /> be accomplished by starting from the ground up. <br /> Tha summEt concluded with rematics by Jim Madaffer,the League's former president. He ralEied <br /> the delegates by telling them that:"This is not just about reforming state govemment,it`s about <br /> transforming govemment."He urged the delegates#o take this message home with them and <br /> organize neighborhaod meetings and engage coileagues,friends,family,and#he whole <br /> community. <br /> The League's former president also toEd the delegates that state lawmafcers must understand the <br /> rofe of local go�ernment.
