Deny the applicant's appeal and uphold the Planning Commission's denial of the Vesting Tenta�ive Map. BACKGR4UND On February 1 Q, 2QD9, the Redwood City Planning Commission re�iewed an lnifial Study/Mitigated Negative Declaration (1S/MND), a Pianned Development Permif (PD}, and a Vesfiing Tentafiive Map (VTM)for a proposal to demolish seven exisfiing sfiructures and re-subdivide fhree lots into nine single-family lots for the purpose of building nine twv-story single fami�y homes'. The project is�ocated afi 50, 80, and 88 Finger Avenue, near E1 Camino Real. Refer to fhe attached staff report and minutes dated February 10, 2009, �or a comprehensive project descrip�ion and discussivn2. Afi the meeting the Planning Gommission continued the i#em to May 19, 2009, in order to allow time to research additionaf information and research per�inent questions regarding items pertaining to the Cordilleras creek setback; requirement for preparing Environmental Impact Reports �ElR} �ersus �1Citigated Negative Declarafions, and other subjects. On May 19, 2009, #he Planning Commission reviewed the additiona! information and analysis, and adopted the fS1MND �3-2 vote). However, the Planning Commission denied the PD Permit(3-2�ote}and unanimousiy denied the VTM. 1t denied the permits because there were concerns about the creek sefiback, lack of harmony wifih the existing 'An lnitial StudylMitigated Negative Declaration is an en�ironmental analysis that concludes that the project wouid not cause a signi�icant impact on the en�ironment and thus an Environmental Impact Report is not required_ Any possible en�ironmental impact can be mitigated to a(ess than significant degree with the proposed mitigation measures. A Planned Development Permit is a special planning permit fihat allows deviations from the Zoning Ordinance regarding setbacks, lot areas, and other requirements as long as overa(! projec� density and minirnum parking standards are me� and findings abeut project quality an� harmony with the neighborhood can be made. A Vesting Tentative Map divides the property into 9 parcefs and shows the location ofi bui(ding sites. 2 Due to the voluminous material prepared fo�the February 10th meeting,staff has inserted the documents in a binder and made two copies avai�ab{e in the City Clerk's�ffice. Although a copy of the{SlMND was also originaliy included in th�bir�der,staff has included a stand alone copy foreach Councii member under separate cover.
