Introduct�vn <br /> Required by the City to accompany any request for a General Plan Amendment, the <br /> Statement of Justificatian here serves to comprehensively presen� the 5015a Batanced <br /> Plan in fuli detail. While the Application Submittal requests that the City initiate <br /> preparation of the requested entitlem-ents, it does not propose speci�c language. That <br /> ` will occur �n partnership with the City during the City's public engagemen#process. The <br /> Statement of Justification provides the framework and faundation from which the <br /> Salfinrorks Specific Plan and ofiher entitlements will emerge. <br /> B. 5ef�ting <br /> This section presents the existing nature ofi the Site ancl the operations presently <br /> occurring to produce industrial sait, While much of the Site has been in industria! <br /> produc�ion since 190'�, the current configuration of the Site was established in 1951, <br /> and its layout and operations have remained largely u�changed since that time. <br /> , C. �ose and Need <br /> As noted above, the Saltworks Site — at approximately tvvo square miles of flat <br /> landscape -- sits in the midst of an area suffering from a nationally prominent <br /> jobs/housing imbalance. The negative consequences of this imbalance are profound, <br /> bot� in terms of quality of life and environmenta! degradation. <br /> The 5Q/50 Balanced Plan faces up ta #his vexing challenge by proposing 8,0�� to <br /> '�2,000 housing uni#s in ciose proximity to existing job cen#ers and existing and <br /> proposed transit vpportu�ities, while embracing equally the City and region's mandate <br /> for community apen space and Bay engagement for both active recreatian and more <br /> pristine ecological restoration. <br /> 17.
