Meg Van Buren the appellant (with Kelly Escobedo who did not speak) spoke about her <br /> belief that this site is different from other sites (presentation on file). She agreed with <br /> the reduced hours and lighting but she still had concerns about the parking. She asked <br /> that if Council approves the project to do so with the modifications. <br /> Mayor Foust offered an opportunity to Mr. Helppi to address the Council since the <br /> appellant was given a chance to address the Council again. <br /> Mr. Helppi, representing the applicant, referred to a communication from, Mr. Yang. <br /> Mayor Foust clarified that the Council had received it via email and Mr. Yang s daughter <br /> had shared it tonight with the Council. <br /> Various Council Members made comments about the fact that there was an extensiva <br /> discussion at the last meeting on the proposed Use Permit. The need for rule�ber <br /> regulations on certain zoning relating to "uses" was discussed and one Council Me inent <br /> would like more clarity. Zoning Administrator Lyon said that staff could look at pert <br /> articles in the zoning ordinance. <br /> M/S Bain/Ira to uphold the appeal thereby overturning the decision of the Zoning 6-0 <br /> Administrator resulting in this business not opening at this location. Motion carried <br /> by roll call vote with Council Member Aguirre absent. Minute Order 09-160 <br /> Council took a break at 7:45 p.m. to move to Study Session mode. <br /> BREAK TO TRANSITION TO JOINT MEETING WITH PLANNING COMMISSION <br /> City Council and Planning Commission in Study Session mode <br /> B. Draft New General Plan. <br /> Recommendation: <br /> Conduct a Joint Study Session with the Planning Commission on the Draft New <br /> General Plan. <br /> Mayor Foust made some opening remarks regarding the General Plan process. She <br /> referred members of the public to a particular Appendix of the Draft General Plan. <br /> Laura Stetson, one of the consultants gave an overview of the Draft General Pln�n <br /> (presentation on file). Jill Ekas, Planning Division Manager, spoke about next steps a <br /> how additional items will need to be looked at such as jail sites. Ms. Ekas clarified that <br /> tonight is a check-in point to get some input from the Council, since the Planni g <br /> Commission has looked at most of the Elements. She added that staff will continue <br /> work with various Boards, Committees and Commissions and outlined upcoming joint <br /> meetings. Ms. Ekas provided the outline for the joint session which included: comments <br /> from the Council and Commission, a break to revisit exhibits, hear public comment, and <br /> finish with additional comments from the Council and the Commission.
