Member mentioned that market rate housing is missing and there might be too much focus on affordable housing. One Council Member shared concerns with the issue of the state budget and having this brought back so the community is aware of the challenges. Council wanted to have the Council's Annual Report mentioned in the General Plan as well as a reference to the city's website, PACT (Partnership Academy for Community Teamwork) and the CERT (Citizens Emergency Response Team) programs. M/S Pierce/Howard to extend the meeting until 11:30 p.m. Motion carried by voice vote with Council Member Aguirre absent. Building Community Under this section Council suggested addressing the issue of Human Services Financial Assistance if this is the proper place. The Planning Commission stated that it will look at this section on August 6, 2009. On the issue of parks it was suggested to increase the threshold to a higher number. It was suggested that " cross reference information be included in the General Plan. Public Safety Council also commented on the need to be respectful of the various neighborhoods and their character. One Council Member suggested including what has been done to lower our gas emissions as a city. It was suggested that mention be made of the multi-congregational partnerships that have taken shape. Natural Resources City Manager Ingram suggested this being vetted through Public Works as well as Bay Area Water Services and Conservation Agency. Council concurred with this approach. It was mentioned that recycled water should be viewed as the gold of the present and future and make mention of the possibility of selling it to other jurisdictions. On pages 36 and 37 it was requested that urban forest not be used. Council discussed issues around creek edges, and how this is a healthy community that continues to work to keep waterways clean through partnerships. It was also suggested to make mention of the Pride and Beautification efforts which led to the levy clean-up. Certain Council Member would like additional check-in meetings with the Planning Commission. Council discussed how additional comments could be submitted and City Attorney Yamamoto responded that all comments should be sent to Mr. Passanisi and will become a matter of public record. Council asked that the issue of the proposed jail sites be brought back for further discussion.
