3. PLEDGE OF ALLEGIANCE — lan Bain, Council Member <br /> 4. INVOCATION — Chaplain Dennis Logie, Redwood City Police Department <br /> 5. SPECIAL ORDERS OF THE DAY <br /> A. Proclamation — Declaring Tuesday, August 4, 2009 as "National Night Out" — <br /> Roman Gomez, Police Officer <br /> Mayor Foust presented the proclamation to Officer Gomez, reading it in its entirety. She <br /> thanked the Neighborhood Watch Liaisons and the eight newly formed neighborhood <br /> watch groups. Officer Ortega thanked the Council and the community for its work in <br /> increasing crime awareness. <br /> 6. ORAL COMMUNICATIONS AND CONSENT CALENDAR - <br /> MOTION: Waive reading of the Consent Calendar except the ordinances by title, adopt <br /> the resolutions and the ordinances, and approve other�items. <br /> Janet Borgens spoke about the Redwood City Community Emergency Response Team <br /> (CERT) Program, and the need to maintain community interest. She shared details about <br /> recent trainings and drills and expressed appreciation for these initiatives. <br /> Chek Tan, an architect representing the Syufy property, shared a proposed overlay <br /> (presentation on file) for this 1400 acre site to be considered as part of the General Plan <br /> discussion. This is to include commercial use and mixed use along the waterfront (bay), <br /> and he opined this is part a Smart Growth approach. <br /> Mayor Foust read the titles of the Consent Calendar items to be voted on. Item 6.1 E was <br /> pulled. <br /> M/S Hartnett/Howard to approve the Consent Calendar as submitted with the exception of <br /> Agenda item 6.1 E. Motion carried 6-0 by roll call vote with Council Member Aguirre <br /> absent. <br /> Mayor Foust and Council Member Hartnett left the dais due to a potential conflict of <br /> interest. Vice Mayor Howard led this portion of the meeting. <br /> M/S Bain/Pierce to approve Consent Calendar Item 6.1 E. Motion carries 4-0 with Mayor <br /> Foust and Council Member Hartnett recused and Council Member Aguirre absent. <br /> Mayor Foust and Council Member Hartnett rejoined the Council at the dais. <br /> 6.1 Section - Motions <br /> A. Appeal of Zoning Administrator's Approval of a Use Permit for Woodside Hills <br /> Christian Academy at 2323/2325 Euclid Avenue (Public Hearing closed at the July <br /> 13, 2009 City Council Meeting). <br /> Recommendation: <br /> Deny the appeal and modify the Zoning Administrator's decision, thereby altering <br /> student capacity of Woodside Hills Christian Academy by confirming the <br /> DRA�Y- <br /> H0�'�OR CITATI0�1 <br /> JOINT CITY COUNCIL/PLANNING COMMISSION JULY 27, 2009 <br /> MEETING MINUTES PAGE 2 <br />
