08/10/2009 <br />Jill Ekas <br />Blake Lyon <br />May 19, 2009 <br />Page 2 <br />The accompanying Statement of Justification is a requirement of the City in <br />support of a General Plan Amendment application. Saltworks utilizes It here as a <br />vehicle for a comprehensive presentation of the vision for the future of the <br />Saltworks Site as embodied in the 50/50 Balanced Plan. <br />In furtherance of Saltworks' consistent commitment to open, transparent <br />engagement with the community and partnership with City staff and elected <br />officials, the Application Submittal does not include actual proposed language for <br />any of the requested entitlement components. Rather, the Statement of <br />Justification comprehensively presents the 50/50 Balanced Plan, and Saltworks <br />offers it as the foundation and framework for working with the City in drafting the <br />actual entitlement documents requested in the Application Submittal. <br />The Application Submittal Is supported by the City's Environmental Assessment <br />Initial Study Questionnaire. Ultimately, the entitlements package will include a <br />complete review under the California Environmental Quality Act in the form of an <br />environmental impact report to be certified by the City Council. <br />Formal initiation of the requested entitlements commences, per Redwood City <br />Municipal Code section 18.61, with Council approval of the processing of the <br />Application Submittal. We ask that staff agendize for Council consideration the <br />Application Submittal for processing per section 18.16 as soon as possible. <br />Opportunity and imperative <br />The 50/50 Balanced Plan presents an unprecedented opportunity for the citizens <br />of Redwood City. The extraordinary situational attributes of the Saltworks Site <br />overlaid with the professed and proven ethic and efficacy of the Saltworks team <br />in establishing legacy conservation and outstanding communities present the <br />City an historic occasion. With equal commitments to restoration and innovative, <br />sustainable community design, this active industrial facility one day will be <br />recognized as the premiere model community in the region and beyond. <br />Located between Silicon Valley and San Francisco, Redwood City and its <br />neighboring jurisdictions enjoy bountiful and robust employment centers. in fact; <br />there are over 315,000 jobs within 10 miles of the Saltworks Site, let alone the <br />broader Peninsula region. However, while jobs remain plentiful, housing options <br />near those job centers remain illusive. Inadequate in quantity and prohibitive in <br />cost, housing scarcity in this region causes existing and prospective employees <br />working here to commute from distant counties daily, resulting in negative <br />quality -of -life consequences and dire environmental outcomes from excessive <br />14958 <br />MUFF # 601 <br />
