Proposal for Conducting Additional Sampling and Testing of
Redwood Shores Lagoon Sediments

Dear Mr. Lee:

As you are aware, the Dredge Material Management Office (DMMO) responded to our April 28, 2009 request
for a Tier I exemption from further sampling and testing of the Redwood Shores Lagoon sediments and to our
request to place the Lagoon sediments at the Area H wetland restoration site. They granted this request for the
areas sampled and tested in 2006 with the exception of Area C (Zones 8, 9 and 9A) which contained elevated
levels of Poly aromatic Hydrocarbons (PAHs). For Area C, the DMMO's initial response was to resample the
four original Area C sampling locations and test the sediments from each location for P AHs in order to confirm
the original results and to see if the contamination was isolated to a particular location. Because of project time
constraints, this sampling took place on June 8, 2009, shortly after the Regional Board's and DMMO's decision.
The results showed that three of the four locations tested had elevated levels of P AH contamination. Therefore,
the Regional Board and DMMO requested a more intensive sampling and testing effort to better delineate the
Area C PAH contamination. Tasks to be performed for this second effort were as follows:

· Mobilization to and from Redwood Shores Lagoon.
· Collect 15 cores, roughly two to four feet in length, distributed throughout Area C.
· Perform PAH testing on 16 samples using EPA method 8270.
· Perform quality assurance data validation of the laboratory data.
· Summarize the data and findings in a letter report.
· Attend any conference calls or meetings with the DMMO.

Estimated costs for performing this additional sampling and testing are $37,837. Breakdown of the costs are
attached for each of the two sampling efforts. Certificates of Insurance naming the City of Redwood City as
additionally insured are being sent to you directly from our insurance carriers.

Please consider this request for additional funding and feel free to contact me any time if you should have any
questions.

Sincerely,

~~

Patrick Kinney, PhD
KLI Principal

Attachments: Cost Sheets for Two Sampling and Testing Efforts
