Pat Webb, Housing, Redevelopment and Economic Manager presented the report. Mayor <br /> Foust thanked her for the report and its specificity in certain areas. Council discussed the <br /> issue of retail vacancy and code enforcement. There was general consensus to have <br /> more information brought back on the issue of punitive code enforcement (possibly <br /> in September). The issue of a pedestrian enhancement system for the downtown was <br /> discussed. <br /> Mayor Foust opened the public hearing. There was no public comment. <br /> M/S Pierce/Ira to close the public hearing. Motion carried unanimously by voice vote. <br /> M/S Howard/Bain to adopt the redevelopment agency budget via the resolution. Motion <br /> carried unanimously by electronic vote. <br /> C. Appeal of Zoning Administrator's Approval of a Use Permit for Woodside Hills <br /> Christian Academy at 2323/2325 Euclid Avenue. <br /> Recommendation: <br /> Deny the appeal, thereby upholding the Zoning Administrator's decision to approve <br /> the Use Permit to allow operation of a kindergarten through twelfth grade private <br /> school and child care facility at an existing church with a total on-site capacity of <br /> 80 children. (603) <br /> Council took a break at 8:47 p.m. and resumed the meeting at 8:55 p.m. <br /> Michelle Tangunan, Project Planner, provided the presentation. She made reference to <br /> three letters that were received. She provided a brief overview of the issues surrounding <br /> this use permit (presentation on file). Council asked questions about non-compliance <br /> issues. Blake Lyon, Zoning Administrator, provided some information on the why there <br /> were delays with this use permit. Mayor Foust asked how much the city is owed. <br /> Mayor Foust opened the public hearing and invited the appellants and the applicant to <br /> speak. <br /> The appellants Ms. Clifford and Ms. Ward addressed the Council with concerns around <br /> health, safety issues as well as enrollment numbers, which they believe have never been <br /> this high. Ms. Clifford addressed the Council on various topics related to traffic, noise and <br /> compliance or possible lack thereof. She shared concerns with the operations of the <br /> school and the lack of privacy. She opined that the city knew that the school had opened <br /> without a permit. <br /> Mr. Azzarelo the representative for the school also addressed Council providing details on <br /> the purchase of the property in March of 2007. He acknowledged that he was wrong to <br /> proceed without a permit and he offered a public apology. He said that his objective is not <br /> to be a renegade but to get the school operational. <br /> Public Comment <br /> Lisette Balliet expressed her pride in being an American because her family was from <br /> Nicaragua and that there is freedom here to have such schools.
