C. Proposed Revisions to Business License Tax Ordinance. Recommendation: 1. Introduce Ordinance No. 2346 adding Sections 32.156, 32.157, 32.158, 32.159, and 32.160 to Division 6 of Article V of Chapter 32 of the Redwood City Municipal Code with respect to a Business License Tax. Minute Order 09-148 ORDINANCE NO. 2346 OF THE CITY COUNCIL OF THE CITY OF REDWOOD CITY ADDING SECTIONS 32.156, 32.157, 32.158, AND 32.160 TO ARTICLE V OF CHAPTER 32 OF THE REDWOOD CITY MUNICIPAL CODE WITH RESPECT TO A BUSINESS LICENSE TAXES (the voters, by the power of their vote, will adopt or reject this ordinance via the November 09 election) 2. Adopt a resolution authorizing submission of Ordinance No. 2346 adding Sections 32.156, 32.157, 32.158, 32.159, and 32.160 to Division 6 of Article V of Chapter 32 of the Redwood City Municipal Code to the voters of the City of Redwood City at the Consolidated General Municipal Election of November 3, 2009. RESOLUTION NO. 14954 OF THE COUNCIL OF THE CITY OF REDWOOD CITY SUBMITTING TO THE VOTERS A MEASURE RELATED TO THE CITY'S BUSINESS LICENSE TAX AT THE CONSOLIDATED GENERAL MUNICIPAL ELECTION ON NOVEMBER 3, 2009, AND DIRECTING THE CITY ATTORNEY TO PREPARE AN IMPARTIAL ANALYSIS 3. By motion, direct the City Attorney to prepare an impartial analysis with respect to Ordinance No. 2346. Minute Order 09-149 4. By motion, authorize the Mayor and Vice Mayor to select such persons as necessary to sign the ballot arguments in favor of Ordinance No. 2346. (505) Minute Order 09-150 Mr. Ponty, Director of Finance and Financial Planning, presented the report and said that the Chamber of Commerce is in support of this action. One Council Member asked if the committee considered applying this tax to gross receipts. Council Member Hartnett, as a member of the committee, explained that while this was considered it was not found an appropriate burden to place on the business community. It was also explained that this would entail businesses having to open up their books and disclosing additional information. Council Member Hartnett thanked Mr. Ingram and Ponty for bringing this forth to the Chamber of Commerce. Mr. Ponty explained some of the outreach he and Mr. Ingram conducted. Mayor Foust thanked the committee for its work and she appreciated the support offered by the Chamber of Commerce.
