C. Proposed Revisions to Business License Tax Ordinance. <br /> Recommendation: <br /> 1. Introduce Ordinance No. 2346 adding Sections 32.156, 32.157, 32.158, <br /> 32.159, and 32.160 to Division 6 of Article V of Chapter 32 of the Redwood City <br /> Municipal Code with respect to a Business License Tax. <br /> Minute Order 09-148 <br /> ORDINANCE NO. 2346 OF THE CITY COUNCIL OF THE CITY OF REDWOOD CITY <br /> ADDING SECTIONS 32.156, 32.157, 32.158, AND 32.160 TO ARTICLE V OF CHAPTER <br /> 32 OF THE REDWOOD CITY MUNICIPAL CODE WITH RESPECT TO A BUSINESS <br /> LICENSE TAXES (the voters, by the power of their vote, will adopt or reject this ordinance <br /> via the November 09 election) <br /> 2. Adopt a resolution authorizing submission of Ordinance No. 2346 adding <br /> Sections 32.156, 32.157, 32.158, 32.159, and 32.160 to Division 6 of Article V <br /> of Chapter 32 of the Redwood City Municipal Code to the voters of the City of <br /> Redwood City at the Consolidated General Municipal Election of November 3, <br /> 2009. <br /> RESOLUTION NO. 14954 OF THE COUNCIL OF THE CITY OF REDWOOD CITY <br /> SUBMITTING TO THE VOTERS A MEASURE RELATED TO THE CITY'S BUSINESS <br /> LICENSE TAX AT THE CONSOLIDATED GENERAL MUNICIPAL ELECTION ON <br /> NOVEMBER 3, 2009, AND DIRECTING THE CITY ATTORNEY TO PREPARE AN <br /> IMPARTIAL ANALYSIS <br /> 3. By motion, direct the City Attorney to prepare an impartial analysis with <br /> respect to Ordinance No. 2346. Minute Order 09-149 <br /> 4. By motion, authorize the Mayor and Vice Mayor to select such persons as <br /> necessary to sign the ballot arguments in favor of Ordinance No. 2346. (505) <br /> Minute Order 09-150 <br /> Mr. Ponty, Director of Finance and Financial Planning, presented the report and said that <br /> the Chamber of Commerce is in support of this action. One Council Member asked if the <br /> committee considered applying this tax to gross receipts. Council Member Hartnett, as a <br /> member of the committee, explained that while this was considered it was not found an <br /> appropriate burden to place on the business community. It was also explained that this <br /> would entail businesses having to open up their books and disclosing additional <br /> information. Council Member Hartnett thanked Mr. Ingram and Ponty for bringing this forth <br /> to the Chamber of Commerce. Mr. Ponty explained some of the outreach he and Mr. <br /> Ingram conducted.
