One Council <br /> Member mentioned that market rate housing is missing and there might be too <br /> much focus on affordable housing. <br /> One Council Member shared concerns with the issue of the state budget and <br /> having this brought back so the community is aware of the challenges. Council <br /> wanted to have the Council's Annual Report mentioned in the General Plan as well <br /> as a reference to the city's website, PACT (Partnership Academy for Community <br /> Teamwork) and the CERT (Citizens Emergency Response Team) programs. <br /> M/S Pierce/Howard to extend the meeting until 11:30 p.m. Motion carried by voice <br /> vote with Council Member Aguirre absent. <br /> Building Community <br /> Under this section Council suggested addressing the issue of Human Services <br /> Financial Assistance if this is the proper place. The Planning Commission stated <br /> that it will look at this section on August 6, 2009. On the issue of parks it was <br /> suggested to increase the threshold to a higher number. It was suggested that <br /> cross reference information be included in the General Plan. <br /> Public Safety <br /> Council also commented on the need to be respectful of the various neighborhoods <br /> and their character. One Council Member suggested including what has been done <br /> to lower our gas emissions as a city. It was suggested that mention be made of the <br /> multi-congregational partnerships that have taken shape. <br /> Natural Resources <br /> City Manager Ingram suggested this being vetted through Public Works as well as <br /> Bay Area Water Services and Conservation Agency. Council concurred with this <br /> approach. It was mentioned that recycled water should be viewed as the gold of the <br /> present and future and make mention of the possibility of selling it to other <br /> jurisdictions. On pages 36 and 37 it was requested that urban forest not be used. <br /> Council discussed issues around creek edges, and how this is a healthy community <br /> that continues to work to keep waterways clean through partnerships. It was also <br /> suggested to make mention of the Pride and Beautification efforts which led to the <br /> levy clean-up. <br /> Certain Council Member would like additional check-in meetings with the Planning <br /> Commission. Council discussed how additional comments could be submitted and <br /> City Attorney Yamamoto responded that all comments should be sent to Mr. <br /> Passanisi and will become a matter of public record.
