RESOLUTION ENDORSING GENERAL CONCEPT OF COOPERATIVE PROPOSALS FOR DISPOSAL OF SOLID WASTES WHEREAS, the Steering Committee representing local public agencies in San Mateo County for the implementation of the County's Solid Waste Management Plan has submitted its recommendations to this Council; and WHEREAS, said recommendations include (1) a commitment to the use of a solid waste transfer station to be constructed by the City's current franchisee for the disposal of solid wastes; (2) the formation of a public agency, pursuant to joint exercise of powers agreement, to provide an organization for the disposal of solid wastes collected by the franchisees of the constituent public entities of said agency within the County; and (3) provision for franchise rate increases to provide a reasonable rate of return on the investment of the owner and operator of the aforementioned transfer station; and WHEREAS, this Council has reviewed the aforementioned Steering Committee's report and recommendations and desires to endorse the general concept thereof; NOW, THEREFORE; BE IT RESOLVED BY THE COUNCIL OF THE CITY OF REDWOOD CITY, AS FOLLOWS: 1. This Council does hereby endorse the general concept of the cooperative proposals for the disposal of solid wastes in the County of San Mateo and the City of Redwood City set forth in the report dated March 2, 1981, of the Solid Waste Management Steering Committee pursuant to the Solid Waste Management Plan for San Mateo County, and hereby evidences its intention to cooperate with the other local public agencies involved, subject 8 83 4
