". . .',:'::'~:: ;': \:':.;,r~'.: :::.< :'(:~':':,:'~'::"'~: August 24,2009 SUBJECT Response to Grand Jury Report on Upward Trajectory of Employees Costs ReCOMMENDATION By motion, authorize the Chair of the Personnel Committee to execute the letter responding to the Grand Jury Report on the Upward Trajectory of Employee Costs. BACKGROUND In June of this year, the City received a grand jury report evaluating the costs associated with pay and benefits of the municipal workforce in Cities within San Mateo County. The report included alarming statistics about the upward trajectory of these costs and included recommendations the City should explore to reverse this trend. The Personnel Committee, consisting of Mayor Foust, Vice Mayor Howard and myself met on the report and developed the attached response. As the response states, the City is appreciative of the Grand Jury's examination into this issue. The City is also proud of the fact that we had already begun working on various items included as recommendations in the Grand Jury report. Those are enumerated in the attached response. The attached letter and its accompanying document, which is a regional reply prepared by the San Mateo County City Manager's Association, will serve as the City's official response due back to the Grand Jury by September 3. The two reports fully address the Grand Jury's findings. ALTERNATIVES Council could direct the Chair of the Personnel Committee to modify the response. Some direction and feedback would need to be provided so a revised response could be developed.
