Minute Order 09-168 Mayor Foust made some opening remarks requesting that all speaker cards be turned in by the break time. She outlined the flow and sequence of events for the evening. Tom Passanisi, Principal Planner, presented a brief overview of the project (presentation on file). He explained the appeal process and how some clarifications have been implemented after some confusion. Council asked questions relating to past practices. One Council Member opined that the appeal process could use some clarification especially because it does not specify calendar days versus business days. Mr. Passanisi expanded on the options before Council. Mr. Paul Willis, Senior Civil Engineer, provided some information on the question of evaluating roadways. Council posed questions of Mr. Passanisi and Mr. Willis. Ms. Ekas, Planning Manager, also responded to questions from Council on the Negative Mitigated Declaration and when an Environmental Impact Report (EIR) is applicable.
