<br />, 8)2E <br />A TTACHMENl=>~ <br /> <br />AGREEMENT WITH SERVICE LEAGUE OF SAN MATEO COUNTY <br />FOR FUNDING TO ACQUIRE PROPERTY AT 2820 HUNTINGTON AVENUE <br /> <br />THIS AGREEMENT, made and entered into this _day of ,2009, <br />by and between the CITY OF REDWOOD CITY, a municipal corporation of the <br />State of California ("City"), and Service League of San Mateo County, a <br />California nonprofit corporation ("Contractor'l <br /> <br />WITNESSETH: <br /> <br />WHEREAS, the Community Development Block Grant Program authorized <br />pursuant to Title I of the Housing and Community Development Act of 974 (P .L. <br />93-383), as amended (lithe Actll), requires jurisdictions receiving federal funds to <br />develop a Consolidated Plan and provide for the issuance of grants in order to <br />attain the objective of the development of viable urban communities, by providing <br />decent housing and a suitable living environment and expanding economic <br />opportunities, principally for persons of low or moderate income; and <br /> <br />WHEREAS pursuant to Section 24 of the Code of Federal Regulations, <br />Part 570.201 (a) for the Community Development Block Grant (CDBG), funding <br />assistance may be used to fund eligible activities to be carried out by private non- <br />profit entities or public agencies which are duly organized to undertake affordable <br />permanent and transitional housing development services; and <br /> <br />WHEREAS, the City's Consolidated Plan and Housing Element goals <br />include expanding the supply of affordable special needs housing for Redwood <br />City households; and <br /> <br />WHEREAS, Service League of San Mateo County has applied for funding <br />assistance under the COSG Program to acquire a land to serve a special needs <br />population in the of the City of Redwood City; and <br /> <br />WHEREAS, Service League of San Mateo County proposes to acquire' <br />residential property to be used to provide supportive transitional housing for very <br />low income chronic homeless individuals and individuals at risk of homelessness; <br />to prevent homelessness and to prevent re-incarceration; and <br /> <br />WHEREAS, Service League of San Mateo County has an option to <br />purchase 2820 Huntington Avenue (the npropertyU), owned by the seller in the <br />unincorporated area of the County of San Mateo and within the sphere of <br />influence of the City of Redwood City, California; and <br /> <br />WHEREAS, the City Council has allocated Two Hundred Thousand and <br />00/100 Dollars ($200,000.00) in Community Development Block Grant funds <br />toward the acquisition of the property, and <br /> <br />ATIY/AGR/2009.038 <br />081909 <br />
