SBWMA released an RFP for operation. of the Shoreway Facility. By the March <br />4t 2008 deadJine, SBWMA received seven proposals. <br /> <br />The seven competitors for the Shore way Facility Operations contractor w~re: <br /> <br />1. Allied Waste Systems of Sari Mateo County (Allied) <br />2. Bayside Environmental Services & Transfer (BEST), a joint venture of Peninsula <br />Sanitary Group~ South San Francisco Scavenger Company, Green Waste Recovery <br />and Zanker ,Road Resource Management <br />3. Oreenstar, LLC (Oreenstar) <br />4. Hudson Baylor Corp (HBC) with Waste Solutions Group (WSG) <br />5. Norcal Waste Systems of San Mateo County (Norcal) <br />6. Republic Services, Inc. (Republic) <br />7. South Bay Recycling, LLC (SBR), a joint venture of Community Recycling & <br />Resource Recovery and Potential Industries <br /> <br />The Evaluation Process for Selecting the Shoreway Facilities Operations Contractor <br /> <br />The SBWMA divided the judging process for the Shoreway Facility Operations Contract into <br />two committees: an Evaluation Committee and a Selection Committee. The Evaluation <br />, ' <br /> <br />Committee analyzed and' scored the, proposals. The Selection Committee considered the <br />recommendations of the Evaluation Committee and selected a Shoreway Facility Operations <br />Contractor. <br /> <br />On April 23, 2009, SBWMA selected SBR as the Shoreway Facilities operator. <br /> <br />Evaluation Committee and Selection Committee <br /> <br />The SBWMA cUvided the judging process for the Shoreway Facility Operations Contract into <br />two committees: an Evaluation Committee and a Selection Committee. The Evaluation <br />Committee analyzed and scored the proposals. The Selection Committee considered the <br />recommendations of the Evaluation Committee and selected a Shoreway Facility Operations <br />Contractor. <br /> <br />Members of the Evaluation Conunittee independently analyzed and scored the proposa~s. The <br />results were jointly discussed at three separate meetings with the Selection qommittee. The <br />Selection Committee unanimously approved the Evaluation Comrnittee's, recommendation to <br />short list SBR and HBC/WSG. <br /> <br />On April 23~ 2009, SBWMA selected SBR as the Shore way Facility operator. <br /> <br />How the Proposal was Scored <br /> <br />The Evaluation Committee members numerically scored proposing companies using the <br />evaluation criteria and the weighting described in the RFP.
