<br />7A <br />Page 48 <br /> <br />ATTACHMENT 2 <br /> <br />best meets the community's needs even if the proposal is not recommended by the <br />Selection Committee and/or the SBWMA Board. <br />6.1.2 Evaluation Team <br />As described above, the Evaluation Team will facilitate the evaluation <br />process by providing technical support and an evaluation of proposals to the <br />Selection Committee. The Evaluation Team will perform the following tasks: <br /> <br />. Review all proposals received for compliance <br />. Prepare a comparative summary of proposals <br />. Rate proposals using a quantitative method based on the criteria <br />presented in Section 6.2 (or other criteria as directed by the Selection <br />Committee) <br />. Analyze financial capabilities of companies <br />. Conduct reference checks <br />. Evaluate reasonableness and competitiveness of cost proposals <br />. Request clarification infonnation from the proposer <br />. Attend and participate in the proposer interviews and site visits <br />. Rank proposals using the established evaluation criteria <br />. Provide further assistance to the SBWMA Executive Director and <br />Selection Committee as requested <br />6.1.3 Selection Committee <br />The role of the Selection Committee is anticipated to involve: <br />. Reviewing all proposals <br />. Reviewing, adjusting (if appropriate), and approving the proposal <br />rankings presented by the Evaluation Team <br />. Requesting clarification information of the proposer <br />. Attending and participating in the proposer interviews and site visits <br />. Recommending award of the collection contracts for the North and <br />South Districts <br />. " <br /> <br />The first sentence is correct while the second is not. The Evaluation Team did thoroughly evaluate <br />the proposals, conduct interviews and site visits, and numerically score the proposals based on the <br />criteria and specific sub-criteria prescribed in section 6.2 of the RFP (below). However, the <br />evaluators did not meet and compile and discuss the ratings. The ratings were done independently <br />and compiled by one member of the Evaluation Team.
