<br />REPORT <br /> <br />7C <br />age 1 <br /> <br />To the Honorable Mayor and City Council <br />From the Ci Mana er <br /> <br />August 24, 2009 <br /> <br />SUBJECT <br />Franchise Agreement for Collection Services of Recyclable Materials, Organic <br />Materials, and Solid Waste with Recology San Mateo County <br /> <br />RECOMMENDATION <br />Adopt by resolution authorization for the City Manager to execute a Franchise <br />Agreement for Collection Services of Recyclable Materials, Organic Materials and Solid <br />Waste with Recology San Mateo County (Recology) formerly Norcal Waste Systems of <br />San Mateo County. <br /> <br />BACKGROUND . <br />The provision of recycling and solid waste collection services in the City has never been <br />competitively procured until the contractor selection process initiated by the South <br />Bayside Waste Management Authority (SBWMA) in 2005. The SBWMA is comprised of <br />twelve member agencies with the participation and support of City staff. This joint <br />powers authority has been instrumental in the competitive procurement of a new <br />recycling, organics (food waste and plant materials) and solid waste collection services <br />company. <br /> <br />The process to select a new service provider commenced in 2005 at a series of <br />SBWMA related meetings. On October 26, 2006, the SBWMA Board approved the <br />collection services Request for Proposals (RFP) recommendations to the member <br />agencies regarding future services, contract terms and competitive proposal guidelines <br />for the RFP process. On December 11,2006 the Council adopted Resolution No. 14754 <br />which affirmed the SBWMA Board recommendations to the member agencies regarding <br />future services, contract terms and the competitive proposal guidelines for the collection <br />services RFP process and committed the City's participation in the SBWMA collection <br />services RFP process. <br /> <br />On September 10, 2007 the Council adopted Resolution No. 14808 approving the <br />release of the SBWMA's collection services RFP scope of services, proposal evaluation <br />process and future contract terms. <br /> <br />On November 1 , 2007 the SBWMA released the collection services RFP. Proposals for <br />the new collection services were due on March 11, 2008 and the SBWMA received four <br />responsive proposals from companies capable and qualified to provide the collection <br />services described in the RFP. <br /> <br />The RFP prescribed a thorough process to evaluate the proposals using an evaluation <br />team consisting of: SBWMA staff, the Monterey Regional Waste Management District <br />Assistant General Manager, and a team of R3 consultants; and a selection committee <br />comprised of SBWMA Board members and/or member agency staff including Brian <br />
