70 Page 1 REPORT To The Honorable Mayor and City Council From the Ci Mana er August 24,2009 SUBJECT New General Plan - City Council Direction RECOMMENDATION Review and obtain consensus with respect to City Council comments on the Draft New General Plan. BACKGROUND On July 27, 2009, the City Council held a joint study session with the Planning Commission to discuss the draft New General Plan. At that meeting, the City Council and Planning Commission provided staff with comments on the Draft General Plan. Some of the broader comments included: . Create more of a "wow" factor in the Introduction and elsewhere in the document . Be more creative and flexible with respect to a range of policies . Ensure coordination with the Strategic Plan There were also other specific comments on the various Elements. Most of these comments (excluding "wordsmith" comments) have been listed on the attached New General Plan Council Comment Matrix along with background information. The General Plan team is requesting that the City Council review and affirm these comments and provide further direction if needed during a discussion facilitated by the consultants and staff. The intent of this action is to assure that the final draft of the New General Plan reflects Council direction. Other public comments from boards, committees, commissions, and the general public are also being reviewed by the General Plan team and will be considered for inclusion in the final draft to be submitted at a later time.
