<br />West Bay Information Sharing System - Police Agencies.
<br />
<br />RECOMMENDATION
<br />By Motion, authorize the execution of the Memorandum of Understanding between the
<br />City of Redwood City and the West Bay Information Sharing System (WBISS) West Bay
<br />Region Node.
<br />
<br />BACKGROUND
<br />The West Bay Information Sharing System (WBISS) is a regional law enforcement
<br />information sharing system established to maximize the sharing of police-sensitive
<br />records, data and communications between participating agencies. A collective of
<br />several participating agencies within a specific geographic region are combined to form
<br />a "node." The San Mateo County Sheriff's Office and all twenty-one municipal police
<br />departments within San Mateo County were combined to form the West Bay Region
<br />Node. Police agencies utilizing the WBISS system are able to share electronic
<br />information with other agencies and nodes on a regional, state and federal level.
<br />Membership in the WBISS West Bay Region Node requires the City Manager and the
<br />Chief of Police from each participating city to sign a Memorandum of Understanding.
<br />Given the regional nature in which many criminals now operate, participation in the
<br />WBISS system will equip Redwood City Police Department personnel with a valuable
<br />tool to investigate crime.
<br />
<br />ALTERNATIVES
<br />The City Council could choose not to authorize the execution of the Memorandum of
<br />Understanding, which would eliminate the Police Department's membership in the West
<br />Bay Region Node and prevent the Department's participation in the WBISS system.
<br />
<br />FISCAL IMPACT
<br />The hardware and software required for participation in the WBISS is funded through an
<br />Office of Homeland Security grant coordinated by the County of San Mateo. The City of
<br />Redwood City will bear no costs for the first three years of operation. Beyond this
<br />timeframe an annual fee of $33 per sworn officer per police agency will be assessed.
<br />Based upon current department staffing levels, the fee required of the Redwood City
<br />Police Department would be approximately $3200 per year, which will be absorbed
<br />through existing budgeted fu nds. The Redwood City Police Department is free to leave
<br />this agreement at any time after providing a 30 day notice.
