6.1E
Page 1

REPORT

To the Honorable Mayor and City Council
F:rom the City Manager

August 24, 2009

SUBJECT
Amendment Number 1 to Agreement with Bottomley and Associates for Urban Design and
Planning Consultant Services

RECOMMENDATION
Approve Amendment Number 1 to Agreement with Bottomley and Associates to continue the
preparation of the Stanford Precise Plan.

BACKGROUND
Stanford University has submitted an application for a new "Stanford in Redwood City" campus.
The project would occupy a 35-acre portion of a larger 48-acre (former Mid-Point Technology
Park) campus that is intersected by Broadway and generally bounded by Highway 101, Douglas
Avenue, Bay Street and Second Avenue. The proposal includes replacement of 537,000 square
feet of existing Research and Development (R&D) building space with approximately 1,525,000
square feet of administrative office space and to a lesser extent medical clinic (150/0) and R&D
(100/0) space. The proposed concept plan would triple the size of the existing campus with up to
13 commercial buildings and four parking structures.

On July 20, 2008 the City executed an agreement with Bottomley and Associates for assistance
with the preparation of a Precise Plan for the "Stanford in Redwood City" project. The original
agreement with Bottomley and Associates was under $60,000 and therefore was executed by
the City Manager. The consultant is now requesting a $27,030 amendment to the original
$40 ,120 scope of services (for a total of $67,150) to cover costs that were unanticipated in the
original scope of work. Stanford University has agreed to submit additional funds to cover these
expenses. It is anticipated that the Stanford Administrative Office Precise Plan wiU be
forthcoming for Council consideration, along with associated General Plan and Zoning Map
Amendments, in the winter of 2010.

ALTERNATIVE
Do not authorize execution of Amendment Number 1 to Agreement with Bottomley and
Associates.

FISCAL IMPACT
None. Stanford University would pay for all costs associated with the Stanford Administrative
Office Precise Plan.

1
