6.A. - Page 14 of 20 <br />EXHIBIT "A" <br />SCOPE OF SERVICES AND FEE <br />Consultant shall provide the following Services: <br />A. REDISTRICTING SERVICES (BASED ON CITY -SELECTED PROCESS) <br />Consultant will assist the City and a committee or commission, if it chooses, in the <br />redistricting process, including working with existing state and federal voting rights act <br />laws, the Fair Maps Act local ordinances, and utilizing traditional redistricting criteria, <br />borne out of state and local laws, caselaw, and best practices, in order to facilitate the <br />process in an open and transparent manner. <br />The three options in which the City may choose to conduct the redistricting: <br />A) An advisory redistricting committee, appointed by Councilmembers that would <br />conduct some of the work and direct the line drawing process. This work would be <br />advisory with the City Council ultimately having the responsibility to pass the final <br />plan. <br />B) An independent redistricting commission with the authority to conduct the full <br />redistricting process and pass the final maps for the City. The City Council would <br />have no role in the redistricting process or the selection of the commissioners, as <br />both the redistricting and the commissioner selection processes would all be <br />independent from the City Council. <br />C) The City Council would conduct the redistricting process under the provisions of <br />the Fair Maps Act. <br />Consultant's work will include: <br />• Supporting the City staff in developing schedules, materials, and providing <br />information that can be used for the required City redistricting website, including <br />how community input opportunities, hearing information, and draft maps can be <br />made available to the public. <br />• Supporting the City Council, City staff, the committee or commission, if chosen, <br />with high- quality redistricting training, online mapping tools, and on how the <br />districting process operates with state and federal requirements and other <br />traditional redistricting practices. <br />• In addition to the online mapping tool, working with the City to receive input from <br />City residents about their "community of interest" with descriptions of where their <br />community is located, and what binds their community together. <br />18 <br />ATTY/AGR.2021.050/Redistricting Partners (Page 10 of 16) <br />
