6.A. - Page 16 of 20 <br />One current unknown within this process is the extension of the Census and the changing <br />timelines for to the release of the PL 94-171. Normally, this dataset is released by March <br />31St in the year after the Census. However, due to the COVID-19 pandemic and delays <br />in the Census, the timing of the release of the PL 94-171 is not known at this time and <br />could be as late as September 30, 2021. <br />The City and Consultant will work to prepare as if the data will be released sooner in order <br />to access as much community input as possible. <br />As Consultant learns more about any delay in the data, they will work with the City staff <br />and committee or commission appointees to adjust these dates. <br />City or Committee/Commission Support <br />Consultant will assist City staff, local elected officials, and redistricting committee <br />members or commissioners (if chosen) become proficient in the traditional criteria used <br />in districting and the technical aspects of understanding the data and line drawing. <br />Consultant will attend all Commission, Committee, or City Council meetings and be on <br />hand for all redistricting functions, including in-person or virtual meetings as required. <br />The level of support would be expected to be higher for an independent body, which is <br />conducting the redistricting process. Consultant will support City staff who will be in <br />charge of facilitating hearings. Consultant support would generally include working with <br />staff on the timeline, outreach plans and the overall work plan. <br />Additional training will be provided to all independent bodies, as they may not have the <br />experience of doing a districting process. <br />Consultant's staffing for the City redistricting efforts will include two professionals with <br />extensive background in Civic Engagement and community outreach — Former California <br />Redistricting Commissioner Connie Malloy and Former Director of GIS/Outreach for the <br />Dolores Huerta Foundation Sophia Garcia. This will include training to increase focus on <br />the needs of minority communities, the importance of not cracking or packing <br />communities of interest, the rights of protected classes, and applicable federal Voting <br />Rights Act provisions. Translation services for Spanish and Mandarin will be provided for <br />both printed materials and live translation services via Imprenta Communications (at an <br />additional cost as detailed in the cost proposal). <br />Public Engagement and Mapping Tools <br />One of the first goals of early City Council, Committee, or Commission meetings will be <br />developing processes to identify communities of interest. <br />Consultant will establish a very transparent public process to receive testimony about the <br />community of interests throughout the City.
