6.A. - Page 18 of 20 <br />Consultant will work with the City Council, Committee or Commissioners to produce a <br />final written report to submit to the City Council and City Clerk regarding the process and <br />what improvements could be made prior to the next redistricting in 2031. <br />Council Appointed Advisory Committee (Alternative A) or Selected Commission <br />(Alternative B) Redistricting Process — Initial presentation to educate the Commission <br />or Committee Members on the redistricting process, methodologies, technology, and <br />timeline, plus attendance at all public meetings, with expected virtual options. Working <br />with staff on communications strategies and media, if requested. <br />Creation of mapping options, evaluation of publicly drawn maps, working with legal <br />counsel on analyzing compliance with the Federal Voting Rights Act, other laws and <br />traditional redistricting criteria. Overseeing all subcontractors at the direction of the <br />commission and staff. Assisting with final map and Council reports. <br />Alternative A: Includes an expected 5 -committee hearings and require 2-3 <br />additional council hearings. <br />Alternative B: Includes an expected 7-8 hearings of an independent committee <br />with a structure of trainings, outreach, then map creation and adoption. <br />Principal Staff: Sophia Garcia and Paul Mitchell <br />Cost: $39,000 <br />Advisory Committee Members / Commissioner Training — A deep -dive training on <br />redistricting topics including guest speakers from legal, community organizing, nonprofit <br />and social justice communities, with information needed to inform the redistricting process <br />and develop a framework for the committee members. This is more important in <br />Alternative B where the committee will be the final arbiter of the decade-long maps to be <br />used by the City. <br />Principal Staff. Connie Malloy & Sophia Garcia <br />Cost: $18,000 <br />Support and Administration. Point of contact for City staff and commissioners, assistance <br />with scheduling of hearings, working with staff on facilities and materials, implementing <br />scheduling and communication tools between staff, commission, consultants and <br />subcontractors. <br />Principal Staff.
