7.A. - Page 4 of 11 <br />Resolution, it is desired that members of the Police Advisory Committee would reflect the diversity of the <br />community. Each member would serve two-year terms and could be reappointed to more than one term <br />(subject to the City's term limits for Board, Commission, and Committee members). The committee would <br />serve in an advisory capacity to the Chief of Police to support partnership and transparency between the <br />community and the Police Department in service to the City's commitment to diversity, equity and <br />inclusion; and to the Department's identity as a progressive police department with the goals of protecting <br />life and property, improving the quality of life, and reducing crime and the fear of crime, consistent with <br />the department's motto, "Providing Excellent Service with Integrity and Respect." <br />The committee may: review policing policies such as those related to use of force or body worn cameras; <br />discuss community concerns related to crime and policing practices and review related information, such <br />as data regarding crime and police interactions with the community; receive updates on a mental health <br />pilot program between San Mateo County and the cities of San Mateo, South San Francisco, Daly City and <br />Redwood City to improve response to community members experiencing mental health crises; and <br />receive an annual report on personnel complaint processes. (Consistent with related laws and protections, <br />and as is the case with comparable committees in similar cities, the committee shall not participate in <br />departmental personnel and disciplinary actions, ongoing criminal or internal investigations, active critical <br />incidents, and civil or criminal litigation.) <br />The Police Advisory Committee would develop its annual work plan in partnership with the Chief of Police <br />and, similar to boards and commissions that are advisoryto the City Council, present its work plan annually <br />to the City Council. If Resolution B is approved, staff will seek City Council nominations and community <br />applications to the Committee in March with the expectation that the City Council would determine the <br />Committee composition at a City Council meeting in April. Initially, meetings are likely to be every other <br />month to develop the Committee's workplan, and then quarterly. <br />Alternatively, if the City Council does not create a Police Advisory Committee of community <br />representatives, the Ad Hoc Committee on Policing may be reconvened to determine other approaches <br />for community engagement related to policing. <br />FISCAL IMPACT <br />Each committee would require administrative and policy support from the City Manager's Office; staff <br />expects that the Equity and Inclusion Officer, Assistant City Manager/Administrative Services Director, <br />and City Manager would all be involved in supporting both committees. The Police Advisory Committee <br />would also require support from the Police Department. Staff support for the committees will be <br />accomplished within existing budget allocations. Additionally, on February 22, 2021 the City Council <br />allocated $350,000 in one-time funds from FY 2019-20 to support the development of the City's Equity <br />Plan. Staff will recommend specific uses for these funds with the FY 2021-22 Recommended Budget.
