9.A. - Page 1 of 43 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />\:3aAW <br />DATE: March 8, 2021 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Zoning Ordinance amendments related to Accessory Dwelling Units (ADU) <br />RECOMMENDATION <br />Hold a public hearing and waive first reading and introduce Zoning Ordinance amendments to Accessory <br />Dwelling Unit requirements and miscellaneous provisions, in order to comply with State law, and to <br />address permitted ADU types, side and rear setbacks, floor area, lot coverage, a maximum 16 -foot height <br />for detached ADUs and attached ADUs within the rear setback area, and short-term rental regulations. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Housing <br />BACKGROUND <br />On August 18, 2020, the Planning Commission approved a resolution recommending adoption of Zoning <br />Ordinance amendments related to the City's Accessory Dwelling Unit ordinance and on November 23, <br />2020, the City Council introduced those amendments by a vote of 4-3 in favor. On December 21, 2020, <br />the second reading of the ADU Ordinance was pulled from the consent calendar for discussion. Council <br />members expressed concerns over establishing a height maximum of 16 feet for detached ADUs, which <br />was more restrictive than the height standards adopted in 2019 and more restrictive than some <br />surrounding cities.
