<br />1 ATTACHMENT 2- F <br /> <br />2 MRF Equipment Acceptance Test Procedures <br />3 <br />4 <br />5 General Testing Requirements <br />6 The purpose of MRF Equipment Acceptance Test is to verify that the MRF processing <br />7 system, as designed and manufactured, is capable of operating at the performance <br />8 levels required under the Agreement. The Contractor shall be responsible to perform the <br />9 start-up and acceptance test of the MRF processing system to demonstrate compliance <br />10 with all requirements of the Equipment Acceptance Test. <br />11 <br />12 During Equipment Acceptance Test, the Contractor shall operate the processing system <br />13 in accordance with staffing levels specified in Attachment 9, and according to the <br />14 specified method of operation described in the Contractor's Implementation and <br />15 Operations Plan in Attachment 4. For the purposes of the Equipment Acceptance Test, <br />16 the Contractor shall not operate MRF processing system in any manner which is <br />f7 inconsistent with the Contractor's Implementation and Operations Plan, nor shall the <br />18 Contractor utilize additional personnel above and beyond those specified in the <br />19 Attachment 9, to achieve the Equipment Acceptance Test. The required sorters must be <br />20 properly trained, and work efficiently to achieve industry standard number of sort picks <br />21 per minute. <br />22 <br />23 Acceptance Test Process <br />24 The Equipment Acceptance Test will be conducted over three (3) consecutive operating <br />25 days. The operating day shall be eight (8) hours in duration inclusive of scheduled break <br />26 periods (e.g. lunch, break, and scheduled clean-up). The start-time, break-time, end- <br />27 time will be predetermined by the Contractor and approved by the Authority. The <br />28 processing system run-time during the Equipment Acceptance Test, will be equal to time <br />29 the system is running and does not include scheduled break-times. Each operating day, <br />30 the Contractor is allowed thirty (30) minutes of unscheduled downtime. Equipment <br />31 stoppages that are not equipment related shall not be regarded as system downtime. <br />32 <br />33 The following data will be recorded during the Equipment~cce tance Test: <br />34 1. The individual and aggregate weights of alli.~ (product and <br />35 residual) generated during the Equipment Acceptance Test. <br />36 2. Start-time, break-time, stop-time, downtime, and total run-time. <br />37 3. Logs of all maintenance, repairs, and adjustments to processing system <br />38 performed by the Contractor during each test period. <br />39 4. General observations about the processing system's performance during the <br />40 test period. <br />41 <br />42 Process Materials <br />43 The Process Materials for the Equipment Acceptance Test shall be commercial and <br />44 residential materials as collected by the Collection Contractor within the SBWMA service <br />45 area If the test is conducted prior to SBWMA residential single stream material being <br />46 available for the test, the Process Materials will be prepared at the Shoreway facility by: <br />47 (i) importing single stream materials from a Bay Area location that has similar <br />48 demographics to the SBWMA's area; or (ii) by mixing the collected source separated <br />49 fiber and container streams collected from inbound curbside route trucks. <br />50 <br /> <br />Facility Agreement, Attachment 2F <br />MRF Equipment Acceptance Test <br />Page 1 of 2 <br />
