<br />8. ADMINISTRATIVE SERVICES AND REPORTING <br /> <br />A. Contractor shall staff an administrative office on-site and provide site <br />management and supervisory staff as necessary to manage and oversee day-to- <br />day recordkeeping, accounting, and operations functions, and to communicate to <br />the public and AUTHORITY during business hours. <br /> <br />B. Contractor is responsible for cash transactions and shall collect money from self-haul <br />customers and non-Franchise users of the Shoreway Center and shall wire the <br />scale house monies to the AUTHORITY as prescribed. The Contractor is <br />responsible for all cash management at the scale house and shall be liable for <br />any deficiencies in charges and cash collected from tip fees of inbound <br />customers... <br /> <br />C. Should the AUTHORITY chose to establish customer accounts for Self-haul <br />customers, the collection of accounts payable and bad debt will be the <br />responsibility of the Contractor. . <br /> <br />D. Contractor will provide printed materials, minor site signage, after-hours <br />telephone information service, and other services necessary to keep the public <br />fully aware of the Shoreway Center business hours, acceptable materials, tipping <br />fees, recycling options, and other items related to use of the facilities. <br /> <br />E. Contractor will be responsive to the requests for information from the <br />AUTHORITY and allow the AUTHORITY complete access to the information <br />related to the operations and management of the Facilities. <br /> <br />F. Contractor will provide monthly and annual reports to include at a minimum such <br />items as: regulatory compliance and communications with regulatory agencies, <br />staffing levels, tonnage reports and invoices, complaint log entries, and diversion <br />and disposal data by jurisdiction. The Contractor shall provide the Authority and <br />its representatives full and complete access to files and records pertaining to the <br />weighing, billing, and other operations of the Shoreway Facility. <br /> <br />9. EMERGENCY PREPAREDNESS <br /> <br />A. The Shoreway Center serves many cities and must be prepared to function in the <br />event of a natural disaster. Towards this goal, the Contractor will coordinate with <br />county and city departments and attend meetings related to emergency <br />preparedness efforts. <br /> <br />B. Prior to the commencement date, Contractor will prepare a Contingency Plan for <br />all aspects of emergency operations including: equipment repair, permanent and <br />temporary worker replacement, earthquake preparedness, and disruptions in <br />shipping of recyclable commodities. The Contingency Plan shall list equipment <br />repair vendors that will be used by the Contractor and include potential off site <br />materials processors that can be used in an emergency. <br /> <br />Facility Agreement, Attachment 3 <br />General Operating Standards and Procedures <br />Page 13 of 13 <br />
