7. STAFF REPORTS Page 369 <br />7.A. City Council appointments to the Library Board and Parks, Recreation and <br />Community Services Commission <br />Recommendation: <br />1. By roll call vote, appoint for the following: <br />a. Two partial -term seats on the Library Board that will expire on June 30, 2022; <br />b. One partial -term seat on the Parks, Recreation and Community Services <br />Commission that will expire on May 31, 2022; <br />2. By motion, use the current BCC applicant pool to fill any additional vacancies <br />on Library Board and Parks, Recreation and Community Services Commission <br />through January 31, 2022. <br />CEQA: <br />This is not a project under California Environmental Quality Act (CEQA) <br />8. PUBLIC HEARING Page 372 <br />8.A. Amendments to the fiscal year 2019-2020 Annual Action Plan for the <br />Community Development Block Grant (CDBG) Program in order to respond to <br />the COVID-19 pandemic <br />Recommendation: <br />Hold public hearing, and: <br />1. Adopt a resolution approving an amendment to the Fiscal Year 2019-2020 <br />Annual Action Plan, to allocate $642,288 in CDBG Coronavirus (CDBG-CV) <br />funding, made available through the Coronavirus Aid, Relief, <br />and Economic Security (CARES) Act to the City's COVID-19 Emergency <br />Assistance Program, COVID-19 Childcare Provider Assistance Program and the <br />planning and administration of CDBG-CV, and authorizing the City Manager to <br />execute all related documents; and <br />2. By motion, authorizing the City Manager to approve programmatic changes <br />to the City's COVID-19 Emergency Assistance Program and COVID-19 Childcare <br />Provider Assistance Program. <br />CEQA: <br />The proposed activities are categorically excluded under the National <br />Environmental Protection Act (NEPA) because it involves tenant based rental <br />assistance, supportive services and economic development activities under 24 <br />CFR 58.35 and administrative and management activities under 24 CFR 58.34. <br />This is not a project under California Environmental Quality Act (CEQA) <br />Page 5 of 6 <br />
