6.G. - Page 9 of 23 <br />Transmittal Letter: Submitted Electronically <br />December 18, 2020 <br />To: Melissa Stevenson -Diaz <br />City Manager <br />City of Redwood City <br />From: Dane Hutchings <br />Managing Director, Government Affairs <br />Renne Public Policy Group <br />Dear Ms. Stevenson -Diaz: <br />On behalf of the Renne Public Law Group, LLP [DBA Renne Public Policy Group (RPPG)] I want to <br />thank you, your team, and the Council for engaging our firm for state legislative advocacy services. <br />This end of year report provides an overview of the services provided by our firm to the City of <br />Redwood City during the 2020 legislative year as well as insights and potential next steps in <br />preparation for the new 2021-22 legislative session. <br />At RPPG we strive to be a necessity for our clients, not a luxury. This means finding ways to show <br />true return on investment. However, 'value' itself is dependent on the individual needs of the <br />client. Whether it be advancing a beneficial state policy, stopping a piece of determinantal <br />legislation, advocating for increased General Fund or grant dollars—or by providing detailed policy <br />and political information that informs the client. Whatever the need, we pride ourselves on creating <br />a custom approach to each client that we have the honor of representing. <br />While our work with Redwood City officially began in December of 2019, soon into the new year we <br />entered an incredibly challenging time. The COVID-19 global pandemic required your advocacy <br />team to switch gears and find new ways to continue to represent Redwood City's interest in <br />Sacramento. As detailed throughout this report, RPPG hit the ground running, working hand in hand <br />with the City to provide clarity on issues with play-by-play information, drafting memos, providing <br />information on dozens of Executive Orders, vying for increased CARES Act dollars, working to stop <br />revenue clawbacks and providing detailed policy and political analysis on dozens of state and <br />federal legislative proposals of interest to the City. <br />Additionally, our team worked with Redwood City staff and the Governance Subcommittee in <br />creating a new State Legislative platform—which served as the bases for the policy goals we set out <br />to accomplish. We look to work with the Governance Subcommittee again in 2021 to build upon <br />and revise this document. Lastly, our team met with your department heads in February of this year <br />and provided a detailed analysis assessing viable state grant opportunities. <br />All told, 2020 certainly was not ideal. However, despite the ongoing challenges that will no doubt <br />linger throughout much of 2021, 1 am proud of the work our team was able to accomplish on behalf <br />of the City. Most notably, our team was successful in advancing all four of the state polices either <br />sponsored by or strongly supported by the City. <br />311 <br />
