6.G. - Page 12 of 23 <br />RPPG/ Redwood City Highlights and Achievements in 2020 <br />Page 12 <br />Client Communication: Client communication is a critically important component in our overall client <br />approach—especially in the era of COVID-19. We pride ourselves in working hand in hand with our <br />clients—providing detailed as -needed analysis on legislation, regulatory issues, and the legislative <br />process. <br />Since we have been engaged with the City, RPPG has conducted bi-weekly Zoom meetings, and as - <br />needed calls, emails, and detailed memos in order to stay in close contact with the City. In addition <br />to COVID-19 related communications (detailed further below), written memos were provided on <br />various policy issues including but not limited to: <br />• Police Reform and Use of Force Legislation <br />• Housing, Land Use and ADU legislation <br />• Eviction Protection <br />• Public Employer Legislation <br />• Climate and Wildfire <br />• Various Legislative Deadline Updates and End of Year Legislative Update <br />• Public Employee Retirement System (CaIPERS) Funded Status <br />Legislative Tracking, Analysis and Engagement: Since engaging with Redwood City, RPPG has <br />monitored and/or engaged on 113 pieces of state legislation as well as multiple updates, and <br />engagement on federal issues specific to COVID-19 relief. This includes drafting memos, advising city <br />staff, meeting with lawmakers and staff, drafting state and federal position letters, etc. <br />A few notable achievements for 2020 are listed below: <br />AB 2553 (Ting) Safe Parking Program: At introduction, AB 2553 simply expanded the pilot <br />program established by (AB 932, Chapter 786, Statutes of 2017) and as such was very limited. <br />The program did not address concerns specific to Redwood City's community needs. In <br />response, RPPG was successful in working with the Author's office to expand the measure to <br />include language that permits 24 hour "safe parking" programs for cars and recreational <br />vehicles on land owned or leased by the City without the risk of creating a tenant/landlord <br />relationship. We also worked directly with the Assembly and Senate Housing committee staff <br />as well as the Republican Caucus and the Newsom Administration to garner bipartisan <br />support to include an urgency clause. This increased the vote threshold from a simple <br />"majority vote" to a "two-thirds" vote. However, this allowed the legislation to take effect <br />immediately upon the Governor signing the bill. <br />Given the issue was so critical to Redwood City and the surrounding community, RPPG worked <br />with City staff to engage the community—drafting template "request for signature" letters <br />for different constituencies who were supportive of the bill. These included sample letters <br />customized specifically for local businesses, homeless rights advocates, and community <br />activists.
