This is an issue that will be ongoing as we seek a more <br />permanent solution in the 2021-22 legislative session. <br />CARES Act Funding Increase of $192,500: The recent COVID-19 global pandemic has caused <br />uncertainty for vital areas of local government funding and has also fundamentally shifted <br />the way that legislative advocates must engage to effectively represent their clients. To that <br />end, RPPG engaged in a concerted effort with the Newsom Administration, the San Mateo <br />County Legislative Delegation, and the League of California Cities to advocate for an increase <br />in the overall amount of CARES Act dollars directly allocated to small and medium sized cities <br />(e.g., cities under 100K population). During budget negotiations, our coalition reached an <br />agreement with the Newsom Administration to increase the per capita funding formula from <br />$10.10 (per city resident) to $12.28 per resident (approximately a 20% increase). For <br />Redwood City this equated to an increase in funds of approximately $192,500 totaling, <br />approximately $1,048,121.00 of CARES Act dollars ($12.28 @ 84,754 residents). Prior to our <br />efforts the original allocation was projected to be approximately $855,629.00 (based on a <br />formula of $10.10 per resident). <br />COVID-19 Ongoing Information: Throughout this pandemic, RPPG has provided Redwood City with <br />on-going updates on both state and federal response. We have continuously researched and provided <br />real-time updates on any information regarding to state actions, executive orders, local compliance <br />guidelines, and federal action. Actions include but are not limited to: <br />• Sent multiple updates to city staff regarding State Government's and Governor <br />Newsom's ongoing response to COVID-19. Provide various information and analysis <br />of executive orders, legislative funding package, statewide facemask requirements, <br />county watchlist updates, suspension of various local government laws, and etc. <br />• COVID-19 budget deficit projections and federal actions. <br />• Update city staff on a newly formed Western States Pact regarding to COVID-19 <br />response. <br />• Prepared and sent a detailed briefing on the Governor outlining the critical factors <br />that need to be met prior to reopening businesses, restaurants, schools, etc. <br />• Provide updated state guidance on COVID-19 reopening process. <br />• Conducted research and an initial assessment of CARES Act funding opportunities. <br />• Attend meetings with city staff and stakeholders for potential funding from CARES Act <br />and other potential sources. <br />• RPPG Strategic Advisors attend White House telephonic briefing with State officials <br />regarding COVID-19 and CARES Act. <br />• Have provided multiple updates on the Support Local Recovery Coalition efforts. <br />Grant Funding Assessment for Redwood City: In February of 2020 after our team met with a number <br />of Redwood City department heads, RPPG prepared and sent a detailed analysis of both state and <br />federal grant funding opportunities in policy areas of importance to the City including housing and <br />homelessness, transportation, fire protection, and youth. <br />316 <br />
