8.A. - Page 1 of 18 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />A,&/ <br />DATE: March 22, 2021 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Amendments to the fiscal year 2019-2020 Annual Action Plan for the Community Development Block <br />Grant (CDBG) Program in order to respond to the COVID-19 pandemic <br />RECOMMENDATION <br />Hold a public hearing, and: <br />1. Adopt a resolution approving an amendment to the Fiscal Year 2019-2020 Annual Action Plan, to <br />allocate $642,288 in CDBG Coronavirus (CDBG-CV) funding, made available through the Coronavirus <br />Aid, Relief, and Economic Security (CARES) Act, to the City's COVID-19 Emergency Assistance Program, <br />COVID-19 Childcare Provider Assistance Program and the planning and administration of CDBG-CV <br />funds, and authorizing the City Manager to execute all related documents; and <br />2. By motion, authorize the City Manager to approve programmatic changes to the City's COVID-19 <br />Emergency Assistance Program and COVID-19 Childcare Provider Assistance Program <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Housing <br />BACKGROUND <br />As a condition of receiving CDBG and HOME Investment Partnership (HOME) funds from the U.S. <br />Department of Housing and Urban Development (HUD), the City must prepare, adopt, and submit a five- <br />year Consolidated Plan to HUD. The Consolidated Plan is a strategic policy document that provides <br />priorities and strategies for meeting the needs of low-income community members over a five-year <br />period; the current Consolidated Plan covers the period of 2018-2022.
