The program provides stability to residents who have <br />experienced reduced work hours or job loss due COVID-19 and provides stability to landlords as they <br />receive these rent payments directly. As of February 19, 2021, the City has received 1,694 requests for <br />rent assistance and has spent over $3 million. At least 18 additional households may be served with the <br />$149,222 additional allocation of CDBG-CV funds. <br />Through the federal Consolidated Appropriations Act of 2021 (The Act), adopted on December 27, 2020, <br />California received $2.65 billion in Emergency Rental Assistance Program (ERAP) funds. A portion of the <br />funds were given directly to the State while the remaining balance was provided directly to local <br />jurisdictions with populations above 200,000, including San Mateo County. San Mateo County is expected <br />to receive $22.8 million directly from the Federal ERAP and $24.5 million through the State's allocation. <br />Although San Mateo County received a direct allocation of ERAP funds, the County opted to have their <br />entire $47.3 million allocation administered through the State's ERAP under California Senate Bill (SB) 91. <br />The State ERAP prioritizes funds first to eligible households with a household income of 50% or less of the <br />Area Median Income (AMI), then to communities disproportionately impacted by COVID-19, as <br />determined by the California Department of Housing and Community Development (HCD), and finally, to <br />all other eligible households with a household income up to 80% of AMI. Conversely, CDBG-CV funds <br />provide more flexibility and can serve individuals earning up to 80% AMI. The State ERAP covers up to <br />80% of any unpaid rent owed from April 1, 2020, through March 31, 2021 provided that the landlords <br />agree to forgive the remaining 20% of rent owed for that period.
