<br />5. PROPOSED EIR CONSULTANT MANAGEMENT AND KEY PERSONNEL
<br />
<br />Proposed Wagstaff and Associates CEQA team working arrangements and personnel
<br />assignments are described below. No changes will be made in this management program
<br />without City permission.
<br />
<br />Wagstaff and Associates will have overall responsibility for CEQA project management and
<br />the completion and delivery of all CEQA-related work products.
<br />
<br />John Waastaff, Principal of Wagstaff and Associates, will perform as Principal-in-Charge. He
<br />will have overall responsibility for CEQA team management, City staff liaison, the editing of all
<br />CEQA work products, and attendance at up to two City staff meetings and up to two public
<br />hearings. Mr. Wagstaff holds a Bachelor of Architecture degree from California State
<br />Polytechnic University and a Master's degree in Urban and Regional Planning from the
<br />University of Oregon, and over 30 years of experience in environmental impact assessment,
<br />community planning, and development master planning. He has been Principal-in-Charge of all
<br />urban planning and CEQA documentation projects undertaken since 1983 by Wagstaff and
<br />Associates, including EIRs, SEIRs, and MNDs, for over 150 Bay Area planning and
<br />development projects, including specific plans, precise plans, redevelopment plans, and
<br />individual residential, commercial, industrial, institutional, and mixed-use projects. In particular,
<br />Mr. Wagstaff has recently overseen the firm's preparation of the Visitacion Valley
<br />Redevelopment Proaram EIR for the San Francisco Redevelopment Agency (2009), McCarthy
<br />Ranch Mixed Use Project EIR for the City of Milpitas (1.2 million square feet, 2009), Fremont
<br />Redevelopment Plan Amendment EIR currently underway for the Fremont Redevelopment
<br />Agency ($1.5 billion dollar tax increment program, 2009), Stockton Redevelopment Plan
<br />Amendment EIR for the Stockton Redevelopment Agency (2009), Richmond Redevelopment
<br />Plan Amendment EIR for the City of Richmond (currently underway) and Hercules Waterfront
<br />Master Plan EIR for the City of Hercules (currently underway). Mr. Wagstaff is also currently
<br />overseeing preparation of the Stanford in Redwood City Precise Plan EIR for Redwood City,
<br />and oversaw preparation of the 2007 City Downtown Precise Plan EIR, 2007 Stanford Medical
<br />Clinic Proiect SEIR, Peninsula Park Proiect Addendum, Bayside Proiect EIR, and Marina
<br />Shores Villaae EIR, all for Redwood City.
<br />
<br />Ray Pendro, Senior Planner with Wagstaff and Associates, will be EIR Project Manager. Mr.
<br />Pendro will be responsible for project subcontractor administration, City staff liaison, completion
<br />of new research and analysis tasks, and new product preparation. Mr. Pendro holds a Bachelor
<br />of Arts degree from Boston University and a Master of Architecture and Urban Planning degree
<br />from the University of California, Los Angeles, and has 13 years of professional planning
<br />experience, including six with Wagstaff and Associates. He is currently Project Manager for the
<br />Stanford in Redwood City Precise Plan EIR for Redwood City and Fremont Redevelopment
<br />Plan Amendment and Meraer EIR for the Fremont Redevelopment Agency, and was Wagstaff
<br />and Associates Project Manager for the recent Redwood City Downtown Precise Plan EIR,
<br />Stanford Medical Clinic Project SEIR, Peninsula Park Project Addendum, Bayside Project EIR
<br />and Marina Shores Villaae EIR, all for Redwood City.
