This comparison showed several turning <br />movements with substantial changes between 2005 and 2007-2008 - with some <br />movements increasing and decreasing by as much as 50%. Thus, it cannot be <br />conclusively shown that traffic conditions have not changed since the 2006 DPP EIR <br />was prepared. However, data collection efforts are costly and may result in time <br />delays for completion of the study if traffic counts cannot be collected before school is <br />out for the summer on June 18, 2009. <br /> <br />3. Forecasting methods should be consistent with the General Plan and Mid-Point <br />Technology Center EJR. The forecasting methods currently being applied for the <br />General Plan Update and Mid-Point Technology Center are different from those used <br />in the 2006 DPP EIR. The two current EIR are using the Redwood City's travel <br />demand forecasting model, while the 2006 DPP EIR used a manual assignment of <br />pending project traffic volumes plus an annual growth rate. These two methodologies <br />could result in substantial differences between future year forecasts. If the resulting <br />forecasts are substantially different and the number of study locations is reduced <br />(see assumption 1 above), it is possible that there may be impacts at intersections <br />that were dropped from the analysis. <br /> <br />The fixed-fee cost to conduct the TIA as described in the scope of work is $69,700, which does <br />not include new traffic counts or field observations. This fee estimate includes all professional and <br />support staff time, as well as direct expenses, and will be billed on a monthly basis. Attendance at <br />two project-level meetings and two public hearings is also included in this proposal. If there are <br />requests for services outside the attached scope of work, we will make a written budget request <br />prior to beginning work. Additional services will be conducted upon written authorization and <br />billed on a time-and-materials basis according to the attached rate schedule (Attachment B). Our <br />standard terms (Attachment C) apply to this proposal; the terms are valid for a period of 30 days. <br /> <br />We estimate that we can complete the proposed scope of work and submit a draft report for your <br />review within sixteen weeks of receipt of a signed contract and traffic counts and all relevant <br />background information. Please sign below to indicate authorization to proceed. <br /> <br />To prepare a comprehensive (analysis of all 42 locations), free-standing report with updated <br />existing conditions, we estimate the fee would be $110,000 plus $18,480 for new vehicle, bicycle, <br />and pedestrian counts at 28 intersections.
