Additionally, the proximity <br />of the Caltrain station to the plan area will encourage patrons of the Downtown to use transit. We <br />propose to use our new Smart Growth trip generation estimation model that refines traditional <br />approaches by incorporating reductions associated with mixed-uses, density, pedestrian-friendly <br />design, and proximity to transit stations. These estimates will show the extent to which <br />complementary land uses will effectively reduce vehicle trips by encouraging non-auto trips. <br /> <br />We will compare the trip estimates and reductions described above with the trip generation <br />estimated by the Redwood City Travel Demand Forecasting (TDF) Model. We will work with City <br />staff to identify the most appropriate version of the model for use on this project. We will also use <br />the TDF Model to estimate the trip distribution for the DPP. <br /> <br />These two (2) trip generation and preliminary trip distribution estimates will be submitted to <br />Redwood City staff for review. <br /> <br />Task 2 - Hold Kick-off Meeting with Redwood City Staff and Finalize Scope of Work <br /> <br />We propose to hold a kick-off meeting after preparation of trip generation estimates. Objectives of <br />this meeting include: <br /> <br />· Compare and discuss trip generation results from ITE/Smart Growth reductions and TDF <br />model output <br /> <br />· Finalize study intersections to be analyzed <br /> <br />· Identify appropriate forecasting method for project traffic and future/cumulative scenarios <br /> <br />Our scope of work will be refined or expanded to address issues raised by city staff. <br /> <br />Task 3 - Collect Data/Existing Conditions <br /> <br />We will request pertinent background data (available intersection counts and a list of approved <br />and pending projects near the study site) from Redwood City staff. We will use available traffic <br />counts completed for other studies within the last two (2) years. We have traffic counts for 16 of <br />the 42 intersections based on our work for the General Plan Update and the Stanford Outpatient <br />Clinics/Mid-point Technology Center. This scope of work assumes that no new vehicle turning <br />movement, bicycle, or pedestrian counts will be conducted at the remaining 28 locations. <br /> <br />The physical characteristics of the site and the surrounding transportation network will be <br />reviewed during a site visit to identify existing roadway cross-sections, intersection lane <br />configurations, traffic control devices, surrounding land uses, and the locations of pedestrian, <br />bicycle, and transit facilities. <br /> <br />The existing operations of the key intersections will be evaluated for the AM and PM peak hours <br />with the level of service method adopted by Redwood City using the TRAFFIX level of service <br />analysis software. Freeway segments and ramp junctions will be evaluated using the C/CAG's <br />vOlume-to-capacity method. <br /> <br />Task 4 - Finalize Project Trip Assignment and Refine List of Study Facilities <br /> <br />The preliminary project trip generation and distribution will be refined to respond to comments <br />received from City staff in Task 2. Based on the final project trip generation and distribution, we <br />will prepare the project trip assignment. We will use this revised trip assignment to finalize the list <br />of study facilities as described in the following paragraph. <br />
