<br />6.3A <br />Page 2 <br /> <br />Existing watermains, located under the sidewalk in this project area, are in need of <br />replacement. Staff included replacement of the watermains in this project to achieve <br />some economy and to limit disruption resulting from multiple construction projects. As <br />part of the work of this project, staff proposes to replace approximately 800 feet of <br />watermain along El Camino Real, Brewster Avenue, and Broadway. The city routinely <br />replaces sections of the water distribution system that have a history of service <br />disruptions due to age, excessive maintenance requirements, and/or capacity limitations <br />as provided for in the Capital Improvement Program. Funds from the Water Fund <br />Capital Projects - Distribution System Replacement Program are budgeted for the <br />portion of work to replace the watermain. <br /> <br />The five (5) bids received at bid opening on August 26,2009, are summarized below: <br /> <br />Bidder Bid Amount <br />Redgwick Construction Co. - Newark $1,413,582.80 <br />Joseph J. Albanese, Inc. - Santa Clara 1,416,327.00 <br />Granite Rock Company DBA, Pavex Construction Division - San Jose 1,467,700.00 <br />Top Grade Construction, Inc. - Foster City 1,551,175.00 <br />McGuire and Hester - Oakland 1,689,999.00 <br />Engineer's Estimate $1,559,000.00 <br />Recommended Bidder: Redgwick Construction Co. <br />Substantiation: Redgwick Construction Co. is the lowest responsive and responsible bidder. <br /> <br />The base bid of $1,413,582.80 from Redgwick Construction Co. is 90/0 lower than the <br />engineer's estimate of $1,559,000.00 for the cost of construction. Staff attributes this <br />variance to a highly competitive bidding environment. Based upon the bids received, <br />staff believes that the low base bid of $1 ,413,582.80 is reasonable and recommends <br />awarding the contract to Redgwick Construction Co. <br /> <br />AL TERNA TIVES <br />Council may choose not to award the contract, which would be contrary to prior Council <br />action and could result in the forfeiture of federal grant funds. <br /> <br />FISCAL IMPACT <br />A total of $1,162,000.00 in ARRA and CMAQ grant funds have been awarded <br />specifically for the streetscape work of this project. Council is asked to approve budget <br />resolutions to program these grant funds for intended use. Funds have been previously <br />appropriated for the administrative and contingency costs of this project as Capital <br />Projects Fund - ECR Grand Boulevard Improvements with an available balance of <br />$82,725.18. Funds for the work to replace the watermain have been previously <br />appropriated as Water Fund Capital Projects - Distribution System Replacement <br />Program with an available balance of $682,888.04. Project balances quoted are <br />preliminary as of September 8, 2009. <br />
