6.3C
Page 1

REPORT

To the Honorable Mayor and City Council
From the City Manager

September 14,2009

SUBJECT
Levy of Benefit Assessments for Fiscal Year 2009/2010 for the Seaport Centre
Maintenance District, Seaport Boulevard Landscape Maintenance District, and the
Redwood Shores Landscape Maintenance District 1995-1.

RECOMMENDATION
Adopt three (3) separate resolutions to:
1. Order the Levy of Benefit Assessments for FY 2009/2010 for the Seaport Centre
Maintenance District in the amount of $187,000.00;
2. Order the Levy of Benefit Assessments for FY 2009/2010 for the Seaport Boulevard
Landscape Maintenance District in the amount of $212,500.00, and
3. Order the Levy of Benefit Assessments for FY 2009/2010 for the Redwood Shores
Landscape Maintenance District 1995-1 in the amount of $196,830.72.

BACKGROUND
These three small districts were formed to pay for the maintenance of facilities that
were determined to require a level of service greater than regularly required. The
Seaport Centre Maintenance District was established in 1987 to pay for the
maintenance of stormwater pump stations, levee systems, and utilities in easement.
The Seaport Boulevard Landscape Maintenance District, established in 1987, and the
Redwood Shores Landscape Maintenance District, established in 1995, pay for the
maintenance of additional landscaping.

The districts are annually and individually assessed to allow taxes to be levied and
collected by the San Mateo County Tax Controller and Collector's Office. Both the
Seaport Centre Maintenance and the Seaport Boulevard Landscape Maintenance
Districts are in the final year of their approved five-year budgets. The agreement for the
Redwood Shores Landscape Maintenance District allows for an increase in the
assessment amount based on escalating labor costs. For FY 2009/2010, the maximum
allowable adjustment of 3.50/0 is made. Related budgets, assessments, and City
Manager's Report are available for review in the City Clerk's Office.

AL TERNA TIVES
Council may choose not to authorize one or more of the tax levies, and consequently, not
provide additional services to area property owners. Reduced maintenance levels of some
systems such as the storm pump stations, and levees may compromise public health and
safety .

FISCAL IMPACT
The districts' finances are separate from the City's General Funds; therefore, this action
has no fiscal impact to the City, unless Council decides to use General Funds to
subsidize the districts' operations.
